CONSIDER AWARD BIDS FOR IP 08 -24 SUNWOOD DRIVE STREETSCAPE <br />IMPROVEMENTS <br />By: Leonard Linton, Civil Engineer II <br />Background: <br />The Ramsey Town Center project was designed to be a pedestrian friendly development. <br />Elements of the design included buildings within 5 feet of the property line, sidewalk <br />between back of curb and front of building, landscape planter beds with trees, perennials <br />and irrigation. The design also included benches, litter receptacles and decorative <br />bollards. Ramsey Town Center, LLC installed the streetscape around the commercial <br />development at the west end of Sunwood Drive (Coborns). <br />The office buildings on the north side of Sunwood Drive were constructed by PSD, LLC. <br />The streetscape for the first building at Peridot Street and Sunwood Drive was installed <br />by Ramsey Town Center,.LLC. The streetscape for the second building at Sapphire <br />Street and Sunwood Drive was installed by PSD since RTC, LLC had stopped <br />performing work on the project. <br />The scope of the project was scaled back due to the discussion at the March 11, 2008 <br />work session. The limits of the project are now confined to the north side of Sunwood <br />Drive from the Municipal Center to Ramsey Boulevard and the south side of Sunwood <br />Drive from the Municipal Center to Coborns. The work includes installing the sidewalks, <br />planting beds, irrigation and coordinating with Connexus for installation of outlets in the <br />planting beds between Rhinestone Street and Zeolite Street. Staff has prepared plans and <br />specifications and advertised the project for bids. The bids were opened and tabulated on <br />April 18, 2008 after the agenda was printed. Staff will provide the summary of the bids <br />and a recommendation prior to the Council meeting. <br />The Engineers Estimate for the bid portion of the project is $780,000. Connexus installed <br />the light pole bases along Sunwood Drive several years ago. The wiring was also <br />installed along the north side of the street. Conduits are in place for pulling the wire <br />between the poles on the south side of the street. Connexus is preparing a proposal to <br />install all of the lights and the outlets in the planter boxes. The Courts have ruled that the <br />contract with Connexus is a professional services agreement and does not need to go out <br />to bid. Connexus will be providing the energy for the lights and maintenance services. <br />The estimate for their work will also be provided prior to the City Council Meeting. A <br />copy of the legal opinion is attached. <br />Bids are scheduled to be opened April 18, 2008 at 10:00 am. Results of the bids will be <br />tabulated and brought to the meeting Tuesday night. <br />Funding Source: <br />
