Councilmember Strommen stated that the language that notes the distinction of how many <br />attendees and whether the party is open to the public become an important issue because of this <br />potential increase in fee. <br />City Clerk Thieling stated that there was also discussion at staff level that if the event was held <br />completely on your own property, such as Lord of Life's HarvestFest, whether they could be left <br />alone to handle their own issues, such as security. <br />Councilmember Jeffrey stated that he was not in favor of this approach, especially if the event <br />will be serving alcohol and the attendees will be dumped back out on City roadways. He stated <br />that he feels that the applicants should have to pay for increased police coverage, if it is <br />necessary. <br />Mayor Gamec asked whether there is a huge responsibility for homeowners if there is alcohol <br />served for anniversary or birthday parties. <br />Councilmember Dehen stated that there is no social host liability, unless they are serving minors. <br />City Clerk Thieling stated that she will include this item in the next Council meeting's Consent <br />Agenda. <br />Mayor Gamec asked if the City authorizes a permit for an event if there is any liability for the <br />City. <br />Councilmember Dehen stated that to be sued for negligence, it has to be shown that conduct <br />caused the injury. <br />MAYOR, COUNCIL AND STAFF INPUT <br />Councilmember Elvig stated that El Azteca has agreed to give 50% of the food and beverage <br />proceeds to the Northern Lights Soccer Alliance Boys Soccer Team on April 14, 2008 from 2:00 <br />p.m. to 10:00 p.m. He distributed flyers and encouraged everyone to take part in this event. <br />Mayor Gamec stated that the Lions Club has asked if they can have their food wagon at events in <br />Elmcrest Park. He stated that Elk River has held Youth First nights at area businesses and have <br />raised a lot of money. <br />City Administrator Ulrich stated that he would like some input on future work session topics. He <br />stated that scheduled for the next work session is Sunfish Lake Park, Community Center Task <br />Force, and Lawful Gambling Proceeds. He asked if the Council would like to prioritize anything <br />from the future topics list for upcoming meetings. <br />Mayor Gamec stated that he feels the Council needs to make a decision on the Old Town Hall. <br />City Council Work Session /April 8, 2008 <br />Page 3 of 5 <br />
