Environmental Review, Design and Negotiations with BNSF for the Northstar Commuter <br />Rail Station in Ramsey <br />12) Report from Public Works Committee <br />1) Moved to Case #8 on Regular Agenda - Consider Authorization of Improvement <br />Project 08 -XX Watermain Looping form Alpine Park to Regency Ponds 3 Addition <br />2) Consider Comment from 2008 Street Maintenance Program Public Hearing — City <br />Council ratified the recommendation of the Public Works Committee and determined that <br />IP #08 -04 continue, as planned, but that the City do everything it can to mitigate dust, <br />scheduling on the most favorable weather day, including wind speed and direction <br />consideration, using polymer oil, and sweeping the street the same day, and that this <br />information be included in the project specifications. <br />3) Consider Modifications to the Municipal State Aid System — City Council ratified the <br />recommendation of the Public Works Committee and adopted Resolution #08 -04 -067 <br />proposing MSA system modifications be forwarded to MnDOT for incorporation into the <br />City's State Aid System. <br />4) Consider Change Order for Former St. Paul Terminals Environmental Cleanup Project <br />5) Consider Welcomes Road Project Refund <br />13) Report from Personnel Committee <br />1) Consider Ending Probationary Period for the Assistant City Engineer — Council ratified <br />the recommendation of the Personnel Committee and adopted Resolution #08 -04 -068 <br />ending the probationary period for the Assistant City Engineer. <br />2) Discussion Regarding Hiring Freeze — Council ratified the recommendation of the <br />Personnel Committee that the City Council and the Finance Committee review the <br />preliminary budget relating to a potential hiring freeze and after the review , the <br />Personnel Committee will once again have a discussion regarding a potential hiring <br />freeze and that staff come back with a document for the City Councils consideration to <br />lay out criteria for looking at every potential full -time position. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Strommen, Dehen, Elvig, <br />and Look. Voting No: None. Absent: Councilmember Olson. <br />COUNCIL BUSINESS <br />Announcements: <br />Pet Clinic <br />Mayor Gamec announced that there will be a pet clinic on April 20 and May 18 from 11:30 to <br />1:30 p.m. at the Fire Station on Armstrong Boulevard. <br />Recycling Event <br />Mayor Gamec stated that the spring recycling event is scheduled for May 3, 2008 at the Public <br />Works Facility. <br />Environment Expo and Tree Sale <br />City Council / April 8, 2008 <br />Page 4 of 20 <br />
