<br />Councilmember Look moved for the adoption of the following resolution: <br /> <br />RESOLUTION #08-03-060 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0823 RELATING TO A REQUEST FOR <br />AN INTERIM USE PERMIT TO ALLOW ADDITIONAL OUTDOOR EVENTS AT 7550 <br />HIGHWAYIONW <br /> <br />WHEREAS, Monster Auctions & Events, Inc., hereinafter referred to as "Applicant", has properly <br />applied for an Interim Use Permit to allow farmer's markets, flea markets, car shows, large-scale <br />implement auctions, swap meets, rodeos/bull riding, and threshing shows on the subject property generally <br />known as 7550 Highway #10, legally described as: <br /> <br />Lot 1, Block 1, The Diamonds, Anoka County, Minnesota <br /> <br />(the "Subject Property"). <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, AN9KA COUNTY, STATE OF MINNESOTA that the findings of fact relating to the <br />request are determined to be as follows: <br /> <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to <br />Section 9.03.05 of the Ramsey City Code on March 6th, 2008 and that said public hearing was <br />properly advertised. <br /> <br />2. That the Subject Property is located in the B-2 Business District and is approximately 16.6 acres in <br />SIze. <br /> <br />3. That Section 9.20.22 (B-2 Business District) of City Code permits outdoor commercial recreation <br />with the issuance of a conditional use permit. <br /> <br />4. That the Applicant has a current Conditional Use Permit (Resolution #00-03-077) that allows the <br />following outdoor recreation activities: broomball, boot hockey, roller hockey, softball, volleyball, <br />horse shoes, splat ball, and batting cages. <br /> <br />5. That the parcels adjacent to the Subject Property to the south and east are part of the proposed <br />Mississippi West Regional Park; the property to the west of the Subject Property is zoned B-2 <br />Highway Business, and the Subject Property is adjacent to Highway #10 on its northern boundary. <br /> <br />6. That there is approximately 1,100 feet between the nearest residential neighborhood and the Subject <br />Property . <br /> <br />7. That the Subject Property is approximately 1,000 feet from the Mississippi River, but is not <br />included in the City's Critical River Overlay District. <br /> <br />8. That the Applicant is seeking to utilize the Subject Property for farmer's markets, flea markets, car <br />shows, large-scale iInplement auctions, swap meets, rodeos/bull riding, and threshing shows in <br />accordance with its site plan and submitted memo. <br />
