He stated that this is why the City needs to have classification levels, for <br />example, one could be a High Density Urban road, with construction levels defined for each <br />classification. <br /> <br />Councilmember Olson stated that she feels there should be a traffic study that would help point <br />the City in the direction of what tonnage the City roads should be. <br /> <br />City Engineer Jankowski noted that essentially, the City builds 9 ton roads now, which started <br />about 3 or 4 years ago. <br /> <br />Chair Elvig asked if there was new technology, like fabric, that the City could use to bring 4 ton <br />roads up to 9 ton road standards. <br /> <br />City Engineer Jankowski stated that the City had a demonstration on fabric last week and the <br />fabric does not add structural capacity but does keep water from penetrating and helps control <br />cracking. <br /> <br />Councilmember Dehen asked what City Administrator Ulrich's experience has been in other <br />cities with upgrading roads and putting in concrete curb and gutter. <br /> <br />City Administrator Ulrich stated that Moundsview adopted a program of rebuilding all streets <br />with concrete curb and gutter without special assessments. He stated that they used a <br />combination ofTIF and general funds. He stated that Moundsview developed a 10 year program <br />to rebuild all streets with concrete curb and gutter because their research showed that they last <br />50-60 years. He stated that the difference in Moundsview is that the entire city had sewer and <br />water. He stated that he agrees with Chair Elvig that a policy is needed and noted that the roads <br />and curbing can take the image of a City downwards if they are not maintained properly. <br /> <br />Councilmember Dehen stated that he feels the areas of the City that have sewer and water and <br />need to be rebuilt, should be constructed with curb and gutter. He stated that areas like <br />Northfork that will not have sewer and water for 20 years or more could potentially be <br />considered for concrete curb and gutter. He stated that he thinks the City should figure out the <br />areas of the City that are most likely to have sewer and water and have a policy or ranking for <br />how this will move forward. <br /> <br />Bill Kingston 15760 Andrie Street, stated his concern is that the current bituminous curbs have <br />essentially been cut off from plowing and noted that there are many areas that have nothing left <br />which is causing run off problems. He stated that if the overlay project moves forward, as <br />planned, it will just accelerate those problems. He stated that Northfork is not on the sewer and <br />water plan for over 20 years and he would like to see the project done right with concrete curb <br />and gutter now. <br /> <br />Chair Elvig asked if residents would be willing to participate financially in this project, because <br />if they are, he feels it would be a marvelous improvement. <br /> <br />Public Works Committee / March 18,2008 <br />Page 7 of 10 <br />
