He stated that the City would need to take a look and create a policy for the entire <br />City, but this projects needs to be moved forward. <br /> <br />City Engineer Jankowski stated that there would also need to be a trail constructed. <br /> <br />Councilmember Dehen stated that if the City follows Chair Elvig's suggestion for this project, he <br />feels that sets a precedent for future projects. <br /> <br />Mr. McGlone stated that their neighborhood didn't get a vote on whether they were going to be a <br />designated MSA route and he feels that this case is special compared to other roads. He stated <br />that, for example, Alpine Drive, is another MSA road that has concrete curb and gutter. <br /> <br />City Administrator Ulrich stated that he feels Chair Elvig's suggestion could be considered an <br />interim policy guideline for areas that the City knows will not have sewer and water in the near <br />future. <br /> <br />Chair Elvig stated that the other caveat he would add is that there should be consideration given <br />to "x" amount of residents per linear mile. He stated that, in lieu of time, he wondered if there <br />could be any changes made on tonight's agenda. <br /> <br />City Engineer Jankowski stated that Case #4 and #5 can be deferred to the next meeting. <br /> <br />Case #3: <br /> <br />Consider Modifications to the Municipal State Aid System <br /> <br />City Engineer Jankowski reviewed the suggested medications to the MSA system and noted that <br />Segment 1, a portion of the 16ih extension be removed from the system. He stated that he <br />talked to MnDot and the change in plans for Segment 2 is close enough to our original that it can <br />be included as planned. He stated that Segment 3, 2 miles of 173rd can also be added. <br /> <br />Assistant City Engineer Himmer stated that the City should have construction plans for 173rd in a <br />few weeks. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend to the <br />City Council that the proposed MSA system modifications be forwarded to MnDot for <br />incorporation into the City's State Aid System. <br /> <br />Motion carried. V oting Yes: Chairperson Elvig, Councilmembers Olson and Dehen. Voting <br />No: None. <br /> <br />Case #4: <br /> <br />Consider Change Order for Former St. Paul Terminals Environmental <br />Cleanup Project <br /> <br />This Case was deferred to the April 15, 2008 Public Works Meeting. <br /> <br />Case #5: <br /> <br />Consider Welcomes Road Project Refund <br /> <br />Public Works Committee / March 18,2008 <br />Page 9 of 10 <br />
