<br />on Riverdale Drive. She stated that there is a cross-access proposed to connect to the Holiday <br />Station site. She reviewed the site plan and stated that the proposed building is 7,670 sq. ft. She <br />stated that the Planning Commission had reviewed this at their March 7, 2008 meeting and <br />recommended approval. She stated that the monument sign is located within the drainage and <br />utility easement, but the City Engineer stated that they are open to an encroachment agreement <br />for this property. <br /> <br />Councilmember Jeffrey asked what the hours of operation would be and if there was a policy <br />about keeping the doors closed when they are working on vehicles because of noise concerns. <br /> <br />Amy Jumatso, one of the owners, stated that their hours would be Monday through Friday, 7:00 <br />a.m. to 8:00 p.m. and Saturdays from 8:00 a.m. to 4:00 p.m. She stated that they try to keep the <br />doors closed, but noted that in the summertime, there are times when they have the door open to <br />have a better breeze coming in for the workers. <br /> <br />Councilmember Jeffrey stated that he just wants them to be cognizant of the noise and would like <br />the doors to be closed. <br /> <br />City Attorney Goodrich suggested a language change to the motion. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to approve the site <br />plan, contingent upon conformance with the items called out in the City Staff Review Letter, <br />dated March 19, 2008, recording necessary easements for cross-access and the trail and an <br />encroachment agreement, which shall be in legal form and approved by the City Attorney and <br />City Engineer for the sign locations. <br /> <br />Further Discussion: Councilmember Jeffrey asked which direction the doors for the work bays <br />will face. Ms. Jumatso stated that they will face the bank to the East. She stated that they <br />wanted people to be able to see the bays from the Highway, which gives the impression that they <br />are busy and providing good service. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #3: <br /> <br />Requ~st for a Home Occupation Permit: Case of April Mastell <br /> <br />Assistant Community Development Director Frolik stated that the applicant was unable to attend <br />tonight's meeting. Ms. Mastell has applied to have a one-chair salon at 6421 - 153rd Street NW. <br />The Planning Commission held a public hearing on this application at their March 6, 2008 <br />meeting and has recommended approval. <br /> <br />Councilmember Olson confirmed that Ms. Mastell would be the only employee. <br /> <br />Councilmember Dehen asked if there were any issues raised by the neighbors at the public <br />hearing. <br /> <br />City Council / March 25, 2008 <br />.
