PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey~City Council conducted a public hearing at the Ramsey Municipal Center, 15153 <br />Nowthen l~Ulevard N.W., Ramsey, Minnesota to consider abatement of a blighting condition <br />regarding F & R :Enterprises <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: Councilmember Kenneth Peterson <br /> <br />Also Present:: <br /> <br />CALL TO;ORDER <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Engineer Steven Jankowski <br />City Attorney William Goodrich <br />Zoning Administrator Sylvia Frolik <br /> <br />Mayor GilbetnSoa called the public hearing to order at 7:33 p.m. <br />PRESENTATION <br /> <br />C~ty AdminiStratOr Schroeder stated that Council is proposing an amendment to a resolution that <br />was adoptetl ~n i989 which mandated how tree issues will be dealt with. The 1989 resolution <br />states that It& ~proposes to burn only ~n the winter months when at least s~x (6) inches of snow <br />cover is pr~¢nt On the site. The new proposed resolution states that F & R will burn when the <br />adjacent gr0U~d {lover is moisture saturated. The 1989 resolution states what equipment must be at <br />the site durig.g thg bum. The proposed resolution states that F & R will have equipment sufficient <br />to provide ~_!h6 suppression of the fn'e and fire hazard. An item has been added to the proposed <br />resolution c~t~ul~ting a fee for the permit based on volume. Another item added provides a surety <br />in a form al~OV~l by the City of Ramsey Finance Officer in the amount of $30,000 from which <br />fire suppresl~ion expenditures incurred by the City of Ramsey or its designee shall be payable. <br />Further, res~nse'.of the Ramsey Fire Department shall be at the rate of $250/hour. <br /> <br />Council suggested a general insurance liability policy naming the City of Ramsey as an insured <br />would be an alternative to providing a surety. <br /> <br />City AdminiStratOr Schroeder stated that Mr. John Baros and Mr. Tom Sauter have been alerted to <br />the changes .,in th~ resolution and will attempt to get ratification of these Council's suggestions from <br />the owners OfF & R Enterprises. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />Public <br /> <br />Hearing/City Council/February 25, 1992 <br /> Page 1 of 2 <br /> <br /> <br />
