<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, April 8, 2008, at <br />the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember John Dehen <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Matt Look <br />Councilmember Sarah Strommen <br /> <br />Member Absent: <br /> <br />Councilmember Mary Jo Olson <br /> <br />Also Present: <br /> <br />City Administrator Kurt Ulrich <br />Assistant City Administrator Heidi A. Nelson <br />Public Works Director Brian Olson <br />City Clerk Jo Thieling <br />Fire Chief Dean Kapler <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council Work Session to order at 6:05 p.m. <br /> <br />APPROVE AGENDA <br /> <br />The agenda was approved as submitted. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Special Events Permit <br /> <br />City Clerk Thieling stated that when events such as Happy Days or HarvestFest are given <br />permits, they are issued under the Music Festival portion of the City Code. She stated that there <br />is a $50 application fee and there may be additional fees for police, fire or public works. She <br />stated that, for example, the fire department inspects tents to ensure that they are anchored <br />correctly. She stated that these permits are dealt with on a case-by-case basis. She stated that for <br />non-profit entities, the City has, in the past, waived the $50 application fee. She stated that staff <br />is requesting authorization to amend the City Code so there is an actual Special Event Permit, not <br />just a Music Festival. She stated that any event considered for profit or that charges an entrance <br />fee, the City has not been waiving the application fee. She noted that when these applications <br />come in, it is reviewed by her, Fire Chief Kapler, Police Chief Way, Public Works Director <br />Olson and sometime Community Development staff, to see if there is the need for additional <br /> <br />City Council Work Session /April8, 2008 <br />Page 1 of5 <br />
