<br />CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />.STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, April 8, 2008 at the Ramsey <br />Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Mayor Thomas Gamec <br />Councilmember John Dehen <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Matt Look <br />Councilmember Sarah Strommen <br /> <br />Councilmember Mary Jo Olson <br /> <br />City Administrator Kurt Ulrich <br />Assistant City Administrator Heidi A. Nelson <br />Fire Chief Dean Kapler <br />Public Works Director Brian Olson <br />City Engineer Steve Jankowski <br />Assistant City Engineer Tim Himmer <br />City Attorney William Goodrich <br /> <br />Mayor Gamec called the regular meeting of the Ramsey City Council to order at 7:00 p.m., <br />followed by the Pledge of Allegiance led by Councilmember Strommen. <br /> <br />CITIZEN INPUT <br /> <br />Keith Kiefer, 6203 Rivlyn Avenue NW, stated that he wanted to make a statement that in no way <br />reflected on the current City Administrator or his ability to do his job, nor any Case that is on <br />tonight's agenda. He stated that he has been a past chair of the Charter Commission and the City <br />operates under this charter or home rule. He stated that the alternative way to run a city is <br />through a City Manager. He stated that in the past, there had been problems with inappropriate <br />conduct, so a professional code of conduct was adopted which mitigated some of the abuse that <br />was happening. He stated that he thought that there was direction to phase in a City Manager <br />style of government. He stated that it appears as though some members of the present Council <br />are abusing their perceived power and have a lack of integrity. He stated that this conduct is <br />causing emotional duress and he is asking the Council to stop this behavior and hold all <br />Councilmembers to the code of conduct. He stated that he also is calling for the Council to work <br />as a group within the confines of the Charter. He stated that he would like the Council to review <br /> <br />City Council / April 8, 2008 <br />Page 2 of 20 <br />
