Support of this resolution will send a negative message to the cities of Anoka and Elk <br />River, both of which have served Ramsey residents in their schools for many years. <br />While Anoka and Elk River have appreciated and welcomed Ramsey students, the <br />proposed resolution infers that Ramsey City Council does not welcome students from <br />Anoka, Elk River, or any other community, and, in fact, wants to narrowly define <br />who may attend any schools within their boundaries to only those who live within <br />their city limits. This appears to be an elitist mindset that is both bad policy and <br />contrary to the open enrollment policy and quality education provided by PACT <br />Charter School; and <br /> <br />6. Support of this resolution encourages others to sue first and ask questions later. <br />Neither the City Administration nor the City Council (as a whole) have even begun to <br />discuss with PACT how the school might be able to expand within the City and offer <br />additional future educational opportunities and services in the City of Ramsey; and <br /> <br />7. Support for this resolution could discourage other businesses from becoming a part of <br />the Ramsey community knowing that the City Council could also choose to intervene <br />in other organizations' internal affairs, policies and practices. This is being done at a <br />time when economic growth and increase.d services are being sought for the City. <br /> <br />For all of the above stated reasons and in lightofthe positive relationship, cooperation <br />and collaboration that PACT Charter School has enjoyed with the City of Ramsey and its <br />administration for the lastfour years, PACT Charter School and its supporters <br />respectfully urge the City Council to reject this resolution and join with PACT Charter <br />School and the Anoka Hennepin School District in working together to provide for the <br />current and future educational needs within the City. <br />-- ~ - <br /> <br />. . <br />By signing this petition, each person has affirmed his or her agreement with the <br />interpretation of MN Statute 124D that would not give preference to Ramsey residents <br />contrary to law (which is strengthened by the support of the Minnesota Association of <br />Charter Schools and the League of Cities).
