Commissioner Shryock stated that maybe when it gets to the point where they are developing the remaining of the 30 acres they would be able to look at land dedication. She questioned what the total land dedication would be for 30 acres. Civil Engineer Linton was unsure what that amount would be. Leon Fisher advised that they were interested in discussing putting in a trail along Central Park to compromise with the City. Civil Engineer Linton stated that staff is recommending that a trail easement only be put in along Variolite and that they focus more on getting a connection from Sweetbay and 161st and also the access from Ramsey Boulevard through to Central Park. Chairperson Johns questioned what the ordinance stated in regard to a state road and what the developer's responsibility is in that situation. Civil Engineer Linton reported that a trail is needed on both sides of the road. He advised that housing requirements include putting the trail on their property as well as paving of it. Chairperson Johns advised that it be done during stage one of the development for the trails on Variolite and 1615t. Civil Engineer Linton advised that staff could concede the trail on Variolite and instead have an easement to preserve the ability to construct the trail in the future. He explained that this would not cause them additional expense when the trail would hardly be used. He advised that the link to 1615t would be the vital trail. Chairperson Johns questioned if by forgoing the trail on Variolite they instead could extend the trail on 1615t further. Civil Engineer Linton advised that staff could look into. considering a credit for Variolite and using it towards Central Park. He reported that there are guidelines for rates and fees but explained that things could be negotiated through the City Council. Chairperson Johns stated that she was getting the feeling that when the remaining portion of the land is developed there would possibly be a land opportunity for the City. Leon Fisher reported that the last parcel came into the plan late and advised that they have not fully discussed the possibilities. He stated that the intention for that land would be to help support the church. He advised that the church is really only used two days a week as opposed to the commercial zoning of five to six days per week. He stated that it is unfair to base the fees and figures off of a commercial zoning. Parks Supervisor Riverblood was unsure if the decision for park dedication had to be made tonight or if it could be deferred to the May meeting.
