The <br />sketch plan consists of seven (7) sheets dated August 3, 2006 (transmittal date March 6,2008) by <br />Hakanson Anderson Associates, Inc.. We offer the following comments: <br /> <br />1. General: The subject property is approximately 1.1 acres in size and is located on the <br />east side of Ebony Street N.W., south of Riverdale Drive N.W. and the Superbowl <br />facility. The sketch plan is proposing to develop three (3) single-family units on the <br />property. <br /> <br />2. Zonin~: The property IS currently zoned R-l Residential (MUSA); single-family <br />residential dwellings are a permitted use in this district. <br /> <br />3. Mississippi River Overlay District. The property is located in the Mississippi River <br />Overlay District. All development projects in this District that include platting the <br />property are required to submit a Site Development Plan. The district states that the <br />development shall preserve 50% of the land as open space, and restrict impervious <br />(rooftop and pavement) to 25% of the lot area (or up to 35% with a Conditional Use <br />Permit). It is also noted that the maximum structure height in the Overlay District is 35 <br />feet. The Site Development Plan verifies compliance except for ~tructure height. <br /> <br />4. Density: The subject property is approximately 1.1 acres in size. R-l Single-Family <br />Residential allows for 1-3 units per acre. The sketch plan proposes three (3) units which <br />equates .to a density of 2.72 units per acre. The density proposed meets City Code <br />standards for the R -1 District. <br /> <br />5. Streets: The plat will receive public access from Ebony Street N.W., a dedicated and <br />improved public street. City Staff finds this plan acceptable. <br /> <br />38 <br />
