Case #5: ~ iA4opt Ordinance Establishing Regulations for Open Burns and Adopt <br /> R~solution Establishing Fees and Rates for Open Burn Permits <br /> <br />Zoning Adrr[i~tistrator Frolik stated that the ordinance establishing regulations for open bums was <br />introduced on February 25, 1992 and is eligible for adoption. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to adopt Ordinance <br />992-03 estal~li~hing regulations for open bums. <br /> <br />Motion carried. Voting Yes: Mayor Gilberts#n, Councilmembers Hardin, Peterson and <br />Zimmerman; Voting No: None. Absent: CouncilmemberBeyer. <br /> <br />Motion by Co!tncilmember Hardin and seconded by Mayor Gilbertson to adopt Resolution g93-03- <br />043 establishing fees and rates for open bum permits. <br /> <br />Motion carri.t,d. Voting Yes: Mayor Gilberts#n, Councilmembers Hardin, Peterson and <br />Zimmermam Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case 06: Report from Personnel Committee <br /> <br />City Adminislrat0r Schroeder stated that the Personnel Committee met earlier this evening and <br />approved the performance review of Data Entry Clerk Karen Buntje. Amendments to Chapter 2 of <br />the City Code: relating to Council, Boards and Commissions, were brought to the attention of the <br />Personnel (2o, m~ittee and they directed Staff to send out the proposed changes to all the <br />Councilmeml~ersand place it on a subsequent agenda for further review. A policy was discussed <br />regarding le~t~rs Of reprimand with regard to City employees. The Personnel Committee discussed <br />the proposal?Of the 1992 wages and benefits for exempt employees. The Committee directed the <br />proposal to !be :further reviewed by the Negotiating Committee and they will make <br />recommendations to City Council. <br /> <br />Motion by Coun¢ilmember Hardin and seconded by Councilmember Peterson to approve the <br />Personnel C0mrnittee Report as presented. <br /> <br />Motion carried. Voting Yes: Mayor Gilberts#n, Councilmembers Hardin, Peterson and <br />Zimmerman; ,Voting No: None. Absent: Councilmember Beyer. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Thank You from Councilmember Peterson <br /> <br />Councilmember Peterson thanked City Staff, Councilmembers, and members of the community for <br />the cards, plants and visits during his hospital stay. He reported he is "glad to be back". <br /> <br />2) Governor Carlson's Cuts <br /> <br />City Administrator Schroeder summarized a memo regarding Governor Carlson's cut backs of <br />State aid to oifies. Mr. Schroeder stated that the City will have to realize a decrease in expenditures <br />and an incroase in revenues. He feels the cut in aid will be about $45,000; however, in a worst <br />case scenari0~ ba~d upon the Governor's message, the City could stand to lose over $130,000 in <br />State aid. Mr.'Schroeder recommended the City not buy any capital equipment and that prior to the <br />purchase of any item, it be addressed by City Council. <br /> <br />City Council/March 10, 1992 <br /> Page 6 of 7 <br /> <br /> <br />
