PUBLIC HEARING CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a public hearing on Tuesday, March 10, 1992 at the Ramsey Municipal~nteX, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, regarding Improvement Project g92;-01 --MSA Streets. Members Present: Mayor James Gilbertson Councilmember Glen Hardin Councilmember Kenneth Peterson Councilmember Gerald Zimmerman Members Absent: Councilmember Sheila Beyer Also Present: City Administrator Ryan Schroeder City Attorney William Goodrich Finance Officer Sandra Ashley Helling City Engineer Steven Jankowski Zoning Administrator Sylvia Frolik CALL TO ORDER Mayor Gilbertson called the public hearing to order at 7:12 p.m. PRESENTATION City Engirleer Jankowski stated that the 1992 Street Maintenance Program addresses the maintenan~nc~ds of 113 miles of City maintained streets. The rule of thumb is to try to get sealcoating;~one every five to seven years. The streets that are addressed this evening were last sealcoated ~ 19~t4. Mr. Jankowski stated that the streets will be inspected and larger cracks will be filled. ~e tDlty has grouped each subdivision into projects and the cost of the project reflects the actual wOrk:being done such as the street preparation and sealcoating. Eighteen percent is added to the the ~actuaI construction costs to cover the overhead charges such as preparing plans, coordinating!theipublic hearings and sending out for bids. The City pays one-half of the project cost and th~xemainder is divided equally among the units in the subdivision. Mr. Jankowski stated that Ibp. jest g92-01 is sealcoating 167th Avenue N.W. between Jaspar Street N.W. and State Highway #47. The road was built in 1972 and last sealcoated in 1985. This is an MSA street. He added that ~?,thOpast, there has never been an assessment for MSA streets because it was funded from the State. The City felt that since residents living on residential streets get assessed, the people living!on MSA streets should also be assessed for benefit received. In this particular project the. re are 19 landowners along 167th Avenue N.W. and the assessment will be about $119.00 per umt. Tom Walsh, 6521 - 167th Avenue N.W., Ramsey - stated he did not get an invitation to the public hearing regarding the sealcoating. He stated there is a problem with the subsurface underneath as there is water COming up from underneath the ground. Mr. Walsh stated that the road was sealcoated a year later because of the poor paving job. He inquired of Mr. Jankowski how the City could exp~t ith¢~residents along 167th Avenue N.W. to accept any assessment when there is such heavy traffic ton that road and the previous job was so poorly done.
