PUBLIC HEARING <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, March 10, 1992 at the Ramsey <br />Municipal~nteX, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota, regarding Improvement <br />Project g92;-01 --MSA Streets. <br /> <br />Members Present: <br /> <br />Mayor James Gilbertson <br />Councilmember Glen Hardin <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Attorney William Goodrich <br />Finance Officer Sandra Ashley Helling <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Mayor Gilbertson called the public hearing to order at 7:12 p.m. <br />PRESENTATION <br /> <br />City Engirleer Jankowski stated that the 1992 Street Maintenance Program addresses the <br />maintenan~nc~ds of 113 miles of City maintained streets. The rule of thumb is to try to get <br />sealcoating;~one every five to seven years. The streets that are addressed this evening were last <br />sealcoated ~ 19~t4. Mr. Jankowski stated that the streets will be inspected and larger cracks will <br />be filled. ~e tDlty has grouped each subdivision into projects and the cost of the project reflects <br />the actual wOrk:being done such as the street preparation and sealcoating. Eighteen percent is <br />added to the the ~actuaI construction costs to cover the overhead charges such as preparing plans, <br />coordinating!theipublic hearings and sending out for bids. The City pays one-half of the project <br />cost and th~xemainder is divided equally among the units in the subdivision. Mr. Jankowski <br />stated that Ibp. jest g92-01 is sealcoating 167th Avenue N.W. between Jaspar Street N.W. and State <br />Highway #47. The road was built in 1972 and last sealcoated in 1985. This is an MSA street. He <br />added that ~?,thOpast, there has never been an assessment for MSA streets because it was funded <br />from the State. The City felt that since residents living on residential streets get assessed, the <br />people living!on MSA streets should also be assessed for benefit received. In this particular project <br />the. re are 19 landowners along 167th Avenue N.W. and the assessment will be about $119.00 per <br />umt. <br /> <br />Tom Walsh, 6521 - 167th Avenue N.W., Ramsey - stated he did not get an invitation to the public <br />hearing regarding the sealcoating. He stated there is a problem with the subsurface underneath as <br />there is water COming up from underneath the ground. Mr. Walsh stated that the road was <br />sealcoated a year later because of the poor paving job. He inquired of Mr. Jankowski how the City <br />could exp~t ith¢~residents along 167th Avenue N.W. to accept any assessment when there is such <br />heavy traffic ton that road and the previous job was so poorly done.
