<br />Public Hearine <br /> <br />Chairperson Nixt called the public hearing to order at 8:35 p.m. <br /> <br />Presentation <br /> <br />Associate Planner DaInes explained Saint Katharine Drexel Catholic Communities has submitted <br />a request for a comprehensive plan amendment to re-guide their property from Low Density <br />Residential (non MUSA) to Low Density Residential (MUSA), which would make them eligible <br />to connect to urban services. A minor subdivision and site plan are being processed to create a <br />3.6 acre lot and construct a 10,000 square foot church. Additionally, a conditional use permit is a <br />being processed to allow the church in the single-family district. <br /> <br />The site plan proposed for the property utilizes 3.6 acres to construct a 10,000 square foot <br />building on the site. The remaining 28.7 acres would be platted as an outlot at this time, and the <br />church's plans are to utilize this remaining area for church expansions, and have stated no <br />intention of developing the property into residential housing. However, upon re-guiding to LDR <br />(MUSA), the property would be eligible for construction of single-family homes on urban <br />services without re-zoning or additional comprehensive plan amendments. Therefore, the <br />property would become eligible for a net density of up to 3 units per acre. <br /> <br />The City Council has adopted an interim policy for addressing requests for Comprehensive Plan <br />Amendments prior to the Comprehensive Plan Update being completed. Ms. DaInes reviewed <br />the interim policy as it relates to the proposal. <br /> <br />Citizen Input <br /> <br />Mr. Ron Lindenberg asked where the amendment was being proposed. <br /> <br />Associate Planner DaInes stated they are asking for a Comprehensive Plan Amendment for the <br />entire parcel because there is a future expansion for the church they would like to service with <br />water. <br /> <br />Chairperson Nixt asked if the applicant would be able to coruiect without the Comprehensive <br />Plan Amendment. <br /> <br />Associate Planner DaInes stated they would not unless the Comprehensive Plan Amendment <br />would be done for the 3 acre parcel. <br /> <br />Motion by Commissioner Levine, seconded by Commissioner Cleveland, to close the public <br />hearing. <br /> <br />Motion Carried. V oting Yes: Chairperson Nixt, Commissioners Levine, Cleveland, Hunt, and <br />Van Scoy. Voting No: None.
