194— <br />Home occupations that propose to operate beyond the established parameters for businesses exempt from <br />the permit requirement and businesses subject to a permit issued administratively by City Staff would be <br />processed through the Planning Commission: and City Council. <br />If adopted, City Staff would, implement a new Home Occupation Permit form and policy for <br />permits issued administratively. The permits would be reviewed and issued by the Planning <br />Division of the Community Development Department. Prior to issuance, applications would be <br />reviewed by any other applicable departments or agencies (i.e. Building Permits Division, Police, <br />Fire, Anoka County Environmental Services). The fee for an administrative home occupation <br />permit would be established by City Council resolution. <br />The Planning Commission conducted a public hearing on April 3 regarding the proposed <br />amendments to the home occupation regulations. There were only minor questions asked by one <br />or two persons in the audience; there were no written comments received regarding the proposed <br />ordinance. The Planning Commission was concerned with requiring all home businesses to get a <br />permit. They were also concerned with relaxing the regulations to allow businesses in garages <br />and outbuildings, regardless of property size. Consequently, the Commission recommended <br />against modifying the home occupation regulations. However, it is also noted that the <br />Commission has not had the opportunity to review the Council amendments to the draft <br />ordinance as discussed on April 22. <br />Recommendation: <br />The City Council introduced the proposed ordinance on April 22, 2008.
