By including these additional elements with this project we can take advantage of economies of scale
and reduce restoration costs associated with installing the watermain alone; as the proposed trail and
access road/parking facilities would be within the same alignment as the watermain. Acquiring the
remnant MPCA property will create the greatest flexibility of use, and keep open the opportunity for
future improvements /connections should priorities and funding options change; including the possibility
of a future subdivision of DUCK RIDGE and the creation of an additional buildable parcel.
Funding:
The watermain portion of this project is contemplated in the current CIP, and is proposed to be funded
through the Water Utility Fund. The trail construction would be funded through the City Trail Fund.
The access road /parking facilities is also contemplated in the current CIP and would be funded through
the Lawful Gambling Fund. Financing for the property acquisition of Lot 2, Block 6 PELTZER
ADDITION will be split 50 — 50 between the Water Utility and Trail Funds. Below is a summary of the
financing for various elements of the proposed improvements:
Funding Source
Water Utility Fund
City Trail Fund
Lawful Gambling Fund
TOTAL
Recommendation:
Staff recommends that City Council authorize the preparation of plans and specifications for
construction of the watermain loop, installation of the trail connection, and construction of the park
access /parking facilities; including the acquisition of Lot 2, Block 6 PELTZER ADDITION.
Council Action:
Motion to approve City Project #08 -29, Alpine Park watermain looping, including the acquisition of Lot
2, Block 6 PELTZER ADDITION from the MPCA, and order the preparation of plans and
specifications for such improvements; including a trail connection to and access /parking facilities within
Alpine Park.
Attachment:
Location Map
Reviewed by:
City Administrate
Public Works Direc o .'r ncipal Engineer
CC: 05/13/08
Watermain Park Trail Property Total
lAcip_iim Improvements Improvements Acquisition Project
$250,000 $ $ $12,500 $262,500
$ - $ - $115,000 $12,500 $127,500
$ - $75,000 $ - $ - $75,000
$250,000 $75,000 $115,000 $25,000 $465,000
