Absent: Commissioner Nixt. <br />NOTE CITY COUNCIL MINUTES <br />The following Council minutes were noted: <br />1) City Council Regular meeting minutes dated February 26, 2008 <br />2) City Council Regular meeting minutes dated March 11, 2008 <br />Commissioner Van Scoy stated there was a discussion about CUP violations and the inability by <br />the City to do anything other than revoke the CUP and that might be something they want to <br />review. <br />Assistant Community Development Director Frolik stated that the City is in the process of <br />recodification and the intent is to add the wording "Suspend and/or revoke ". <br />Commissioner Van Scoy asked if they wanted to add imposing a type of fine. <br />Assistant Community Development Frolik indicated she would check with the City Attorney. <br />PUBLIC HEARINGS /COMMISSION BUSINESS <br />Case #1: Request for Sketch Plan Review of Ebony Woods; Case of Tim Holm <br />Management Intern Gladhill explained Tim Holm submitted a sketch plan to develop three (3) <br />single - family units on the property located on the east side of Ebony Street N.W., just south of <br />Superbowl. <br />The subject property is approximately 1.1 acres in size and is zoned R -1 Residential. A <br />Comprehensive Plan Amendment from Places to Shop to Places to Live, as well as a re- zoning <br />from B -2 Business to R -1 Residential, has already been approved. <br />The permitted density in the R -1 Residential District is 1 -3 units per acre. The sketch plan <br />proposes 3 units on the 1.1 acres. This equates to a density of 2.72 units per acre, which meets <br />City Code standards. <br />The property is located in the Mississippi River Overlay District. <br />The sketch plan process provides the Planning Commission the opportunity to relay to the <br />developer components of the proposed subdivision related to land use, street network, townhome <br />layout, and overall residential design that are acceptable and components that may need further <br />analysis during preliminary plat submittal. <br />Planning Commission / April 3, 2008 <br />Page 2 of 21 <br />
