Background
CONSIDER A RESOLUTION ESTABLISHING EVALUATION CRITERIA
FOR VACANT AND NEW POSITIONS
By: Givonna Reed Kone, Human Resources Manager
At the May 6, 2008 Work Session, the City Council discussed a potential hiring freeze, as
well as criteria that would be used to evaluate whether or not vacant positions should be
filled and whether new positions should be created
It was the consensus of the City Council to move forward with the adoption of evaluation
criteria for vacant and new positions. Responses to the evaluation criteria will answer
three questions: Is the positions essential? Is the position critical? What is the total cost
of the position? Recommendations to the City Council to fill vacancies or create new
positions may be made when positions are determined to be "essential and critical" or
"critical ".
Evaluation Criteria for Vacant and New Positions
1. Is the position essential?
Essential positions are those that provide core public health and safety
services; emergency and disaster assistance; and preservation of the
essential elements of the City's financial activities.
2. Is the position critical?
Critical positions are positions that are, for example, one - position job
classes or positions with duties that cannot be modified, reassigned or
eliminated. Detailed responses to the following questions will be required
in determining whether or not a position is "critical" to providing high
quality services to residents, business owners and/or employees:
• Explain how this position is key to achieving the strategic goals
identified by the City Council.
• Can the duties be re- engineered or automated? Please explain.
• Can the duties be reassigned temporarily or permanently? Please
explain.
• Can the position remain unfilled temporarily or permanently?
Please explain.
Can the position be filled internally?
