City Engineer Jankowski stated that the City was planning to sealcoat all MSA streets this way in <br />2008. He stated that staff prefers that this project not be deferred and noted that the City could <br />offer to minimize the inconvenience to them by trying to schedule the project on a favorable <br />weather day. He stated that one other thing to consider is that Vision Ease is as close to the Bury <br />Carlson property as they are to this roadway, and Bury Carlson has unpaved surfaces. <br />Councilmember Dehen asked if they have had problems with other sealcoating projects or if they <br />are just are afraid that there will be problems. <br />City Engineer Jankowski stated that he feels they have a fear of what could happen because they <br />have been having problems with environmental dust. <br />Chair Elvig asked if the City could manage this project well enough and asked if the wind <br />switched during the project, whether the City would call the work crews off <br />City Engineer Jankowski stated that the City can make an effort to schedule the projects on days <br />when the weather should be favorable, and agreed that it would be hard to stop a crew, but noted <br />that the City does do that when it rains. <br />Councilmember Dehen asked if the City has gotten a lot of complaints about dust with <br />sealcoating projects. <br />City Engineer Jankowski stated that generally the complaints with sealcoating projects are about <br />loose gravel and tracking. He stated that there are alternatives if the City decides to delay this <br />portion of the roadway, but noted that another MSA route would have to be substituted and the <br />City would lose any possible assessments for the projects because enough notice was not given. <br />Motion by Chair Elvig, seconded by Councilmember Olson, to recommend to the City Council <br />that IP 08 -04 continue, as planned, but that the City do everything it can to mitigate dust, <br />scheduling on the most favorable weather day, including wind speed and direction consideration, <br />using polymer oil, and sweeping the street the same day, and that this information be included in <br />the project specifications. <br />Further Discussion: Councilmember Dehen stated that he thinks it is a good idea to include all <br />of this in the specifications, because it shows that the City is willing to work with people. Chair <br />Elvig stated that he is not insensitive to Mr. Lundgren's concerns, but feels if staff can truly <br />project manage the situation he feels it will be a win/win situation. <br />Motion carved. Voting Yes: Chairperson Elvig, Councilmembers Olson and Dehen. Voting <br />No None. <br />City Engineer Jankowski stated that the other project where comments were received was about <br />IP -08 -06 for an overlay project. He stated that residents Mr. McGlone and Mr. Kingston <br />requested that the street be upgraded and expressed specific concerns about the curbs and the <br />desire for concrete curb and gutter. <br />Public Works Committee / March 18, 2008 <br />Page 5of10 <br />
