Voting Yes: Chairperson Riley, Members LeTourneau, Kiefer, and Steffen.
Voting No: None. Absent: Members Elvig and Strommen.

Member Kiefer requested staff to send a letter from the EDA Board to the Ramsey Rotary
recognizing and thanking them for their participation and support in the Business Network
Meeting.

Case #6:

Staff Update

The EDA reviewed the Staff Update.

There was discussion re~arding the Hwy 47/16ih Commercial Node. Member Kiefer inquired if
the new ownership by 5 Street Ventures across the street from SuperValu is an opportunity for
the EDA to step in and try to help facilitate this node. Economic Development Coordinator noted
nothing has changed at this time. There has not been a median installed or changes in this area.
The reason for the EDA's involvement in Sunfish Commons was the change in conditions. He
advised against specific involvement in any of these properties.

Member Kiefer pointed out there had been discussion of creating a TIF district in this area to
help facilitate bringing forward things that the study the EDA had funded some time ago had
identified like a pharmacy, deli and housing. It had been discussed that there was an opportunity
for the HRA to work jointly with this group on such a project. Economic Development
Coordinator Sullivan pointed out that the timing was right to look at this type of thing when the
housing market was going well, as it was back then, and a sewer/water pipe was expected in that
. area. Now with the housing market as it is he does not know if the priority is to run the sewer
pipe up there as it was considered before. He suggested when conditions improve it might be a
better time for this.

Member Kiefer commented putting the sewer issue aside, there are some that project the housing
market will turn around in six months to one year. In light of that if the process were to be started
now, by the time the market might turn around the City could be ready to participate due to the
time it takes to go through the process. Economic Development Coordinator Sullivan indicated
staffhas conveyed to the new owner, 5th Street Ventures, that the City is listening and is open for
suggestions. He also informed them there is property for sale across the street. He noted the

Economic Development Authority/April 10, 2008
Page 12 of 14

12
