<br />CASE #3 <br /> <br />TITLE: <br /> <br />DISCUSSION REGARDING HRA MEMBERSIDP <br /> <br />BY: <br /> <br />Sylvia Frolik, HRA Executive Director <br /> <br />INTRODUCTION: <br /> <br />In recent months, the City Council has indicated an interest in amending the HRA Board <br />membership from City Councilmembers to residents. The change in membership would require <br />an amendment to the HRA By-Laws. <br /> <br />DISCUSSION POINTS: <br /> <br />City Staff is prepared to draft amendments to the by-laws but needs direction from City Council <br />in the following two areas: <br /> <br />1. What is the preferred make up of the membership - State Statute requires that all <br />members be residents of the community. Does Council want to retain 1 or more <br />councilmembers on the Board? <br /> <br />2. Timing; does the current HRA membership (City Council) want to identify and <br />prioritize potential housing projects prior to changing the membership makeup? <br /> <br />The change in membership will also necessitate changes to commissioner terms in the by-laws. <br />When the HRA commissioners are the councilmembers, the terms coincide with their terms of <br />office. When the members are residents, State Statutes require the terms to initially be <br />established at 1, 2, 3, 4 and 5 years; thereafter, all terms are for 5 years. The new members may <br />also change the regular meeting date from the 2nd Tuesday of the month. And, the meeting place <br />is currently stated as Fire Station # 1, which will also require modification. <br /> <br />ATTACHMENTS: <br /> <br />1. Current By-laws <br /> <br />STAFF RECOMMENDATION: <br /> <br />Provide staff with appropriate direction to amend the HRA by-laws. <br /> <br />BOARD ACTION: <br /> <br />Motion by Commissioner and seconded by Commissioner to direct the <br />HRA Executive Director to draft an amendment to the by-laws for HRA consideration based on <br />discussion. <br /> <br />Reviewed by: <br />City Administrat r <br /> <br /> <br />HRA: 05/13/08 <br /> <br />21 <br />
