CASE #1

TITLE:

HABIT AT PARTNERSHIP FOR NORTHWEST ANOKA COUNTY

BY:

Sylvia Frolik, HRA Executive Director

INTRODUCTION:

As you may recall, Twin Cities Habitat for Humanity is constructing three 8-unit townhome
buildings in Town Center Gardens 3rd Addition. The fIrst 8-unit building was constructed in
2007 and .the second 8-unit building is currently under construction. The third building is
scheduled for construction in 2009.

In 2007, local residents formed a steering committee to organize and sponsor work camps
involving local residents and businesses in building projects. This local steering group is named
Habitat Partnership for Northwest Anoka County (HP AC) and will work to further Habitat
efforts in the communities of Ramsey, Anoka, Coon Rapids, St. Francis, Oak Grove, Burns and
Andover.

DISCUSSION POINTS:

HPAC is sponsoring fIve I-week work camps in Ramsey and one I-week work camp in Anoka
this year. This involves recruiting 18 volunteers a day to work at the sites and raising $6,000 for
each of the 6 weeks. For the 6 weeks sponsorship, HPAC is obligated to raising $36,000 and as
many as 540 volunteers to staff the sites for 30 days.

The current Comprehensive Plan and Master Housing Plan identifIes goals and policies which
include providing a balanced supply of housing for people of all income levels, ethnicity and
physical abilities; and to add to the supply of affordable housing. The City of Ramsey Housing
and Redevelopment Authority was formed to serve as a tool to implement the housing goals.

HP AC is working on volunteer recruitment and fund raising. Last year, the Ramsey HRA
sponsored one week of work camp in the amount of $6,000.00. This year Habitat is requesting
that the Ramsey HRA continue to support the efforts of HP AC and Twin Cities Habitat For
Humanity.

The Ramsey HRA currently has a fund balance of approximately $385,000. An allocation to
Habitat for this project is an eligible HRA expenditure and meets the goals of the Comprehensive
Plan and the Master Housing Plan.

ATTACHMENTS:

a) Proposed resolution for allocation of funds

6
