Motion by 12oun¢llmember Peterson and seconded by Councilmember Zimmerman to award the <br />engineering contract to the lowest bidder, Hakanson Anderson Associates, Inc., and to allow the <br />City Enginecr~ the:ability to negotiate the adjustment with the firm regarding Erkium Street N.W. <br />and to authorize that the work commence only after a surety is received by the developer sufficient <br />to cover the cost of the basic engineering services. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Zimmerman, Beyer <br />and Hardin. Voting No: None. <br /> <br />Case g9: City of Ramsey Water and Sewer Utility Rates <br /> <br />Finance Officer Helling stated that with the exception of establishing rates for the City's special <br />district, the quartorly billing rates for water and sewer service/usage have not been increased since <br />the inceptiori Of the utility district in 1985. With regard to the City water rates, Staff recommended <br />no change in the City's rate of $1.00/1000 gallons but did recommend increasing the minimum <br />quarterly water billing from $10.00 (up to and including 10,000 gallons) to $15.00 for usage up to <br />and including 15,000 gallons. She presented a resolution listing the rates, charges and fees to be <br />implemented ieffective June 29, 1992 providing the resolution is adopted. She added that the <br />Budget Committee also recommended implementing a W.A.C. (Water Availability Charge). This <br />money wou.ldi prOvide for future infrastructure replacement and many of the surrounding cities <br />have a W.A,c. charge for this purpose. Mrs. Helling added that she will be reviewing the policy <br />other cities have regarding a different minimum charge for senior citizens, low income and or <br />disabled persons. This information will be brought to the next Budget Committee for discussion. <br /> <br />Motion by Cr}uncilmember Hardin and seconded by Councilmember Zimmerman to adopt <br />Resolution ~92-06-160 amending the City's municipal water and sewer rates, charges and fees and <br />establishing a ~ater availability charge. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman, Beyer and <br />Peterson. VotingNo: None. <br /> <br />Case gl0: Report from Personnel Committee <br /> <br />City Administrator Schroeder stated the Personnel Committee approved annual performance <br />appraisals for Administrative Coordinator Penny Ott, Accounting Technician Gayle Rogers, Patrol <br />Officer James Singewald, Data Entry Clerk Linda Aaseby, Public Works Maintenance Worker <br />Grant Riem'et, Patrol Officer Sheldon Erdman, Patrol Officer James Balabon and Personnel <br />Coordinator Kay McAloney. He reported the Personnel Committee also accepted the resignation <br />received, effoctive June 23, 1992, from Accounting Technician Gayle Rogers.
