CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Rams0y CitY Council conducted a special meeting on Monday, June 29, 1992 at the Ramsey <br />MunicipaliCenter, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: Councilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> Councilmember Kenneth Peterson <br /> Councilmember Gerald Zimmerman <br /> <br />Members Absent: <br /> <br />Also Present: <br /> <br />Mayor James Gilbertson (due to the nature of the case, Mayor Gilbertson <br />would have abstained from voting.) <br /> <br />City Administrator Ryan Schroeder <br />City Attorney William Goodrich <br />Zoning Administrator Sylvia Frolik <br />Police Chief Michael Auspos <br />Mr. Ralph Nissen, Owner of Ralph's Highway #10 Liquor <br /> <br />CALL TO ORDER <br /> <br />Acting Mayor Peterson called the meeting to order at 5:08 p.m. <br />CITIZEN INl~UT <br /> <br />None <br /> <br />CONSENT AGENDA <br /> <br />Motion by Coun¢ilmember Hardin and seconded by Councilmember Beyer to approve the <br />following items on the Consent Agenda: <br /> <br />1) <br /> <br />AdOpt Resolution g92-06-161 receiving report and calling a public hearing on Improvement <br />Project #92-12 (bituminous surfacing improvement of 177th Avenue N.W. from St. <br />Francis Boulevard N.W. to its eastern terminus). <br /> <br />Motion carried. Voting Yes: <br />Zimmerman; Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Acting Mayor Peterson, Councilmembers Hardin, Beyer and <br />Absent: Mayor Gilbertson. <br /> <br />Case #1: Ralph's Highway #10 Liquor License <br /> <br />Police Chief Auspos stated that the City's ordinance states that a liquor sales establishment must <br />have 4,000 Square feet of retail/storage space. Mr. Ralph Nissen, owner of Ralph's Highway #10 <br />Liquor, did conform until he put a pawn shop in the basement of his liquor store. <br /> <br />Mr. Nissen stated he rented his present building with the option to buy and with the intent to run <br />another bUSiness from that location as he feels there is not enough money in the liquor business <br />a~.e,. He Slated he is willing to erect a fence which would constitute storage space.
