Between 153rd Avenue N.W. and Juniper Ridge Drive N.W. City EngiRe~r Jankowski stated that the Minnesota Department of Transportation performed a study for tlleiCige of Ramsey to determine an appropriate speed limit for this section of roadway. It was their, findaa'~ g that 40 mph was a reasonable speed limit. John Good~,i4751 154th Lane N.W. - said that he was very surprised that the 40 mph speed limit was authorized by Mn/DOT. He felt that Roanoke Street N.W. is very dangerous and that a 30 mph speed ltl'nit ~,ould be more appropriate. Mr. Goode solicited help from City Council to satisfy the safety concerns of area residents. Councilmember Hardin inquired if a stop sign might be appropriate. City Engin¢or jankowski replied that a stop sign for speed control would be a poor engineering practice. Councilmember Peterson asked what the criteria was for a 30 mph speed limit. City Engine~r jankowski replied that there could be a distance no greater than 100 feet between structures fOrithis urban area criteria. City Attorney Goodrich stated the City could submit a request to the Minnesota Department of Transportatio~t to re-evaluate the speed limit recommendation. Councilmember Peterson felt that a stop sign would give people a false sense of security. Councilmember-Beyer suggested that the Police Department monitor the traffic speeds along Roanoke Stl'4et N.W. and asked Mr. Goode what time of day would be best to monitor traffic. Mr. Goode ~ePli~ that evenings would be the best time to monitor traffic and that he would canvas the neighborlmod; with a petition requesting a stop sign. Motion by ~oulacilmember Zimmerman and seconded by Councilmember Beyer to adopt Resolution ~2-07-174 accepting the Mn/DOT speed authorization for Roanoke Street N.W. between 15~d Avenue N.W. and Juniper Ridge Drive N.W. and ordering the posting of appropriate Signing as amended. Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Peterson and Zimmerman. 'Voting No: None. Case #13: Appreciation Picnic for Staff Volunteers. City Council rselected Wednesday, August 26, 1992 at 6:00 p.m. as the date for the picnic in appreciation Of Staffs efforts in volunteering for the various City sponsored events that were held in the spring. Case #14: Personnel Committee Report. Motion by Cc~un0ilmember Beyer and seconded by Councilmember Zimmerman to enter into a contract witl~ ~noka County for assessing services.
