B) Parks <br /> <br />Mayor Gilbart~Soni stated that the City has now been divided into 17 park districts. He added there <br />is a lot of part~ laud available that the City hasn't done anything with. He commented he'd like to <br />have parks iniall rihe subdivisions and added that some people have been waiting 20 years for a <br />developed park in!their neighborhood. <br /> <br />Councilmemtler ~eterson stated it's difficult to take money from the general fund to develop the <br />parks. <br /> <br />Mr. Schroeder stO, ted he also feels the City is underdeveloped with regard to parks. He asked <br />Council wh/t6 they want the City to become and in what time frame. He stated all the park <br />development afin~ot happen in five years without a park referendum or something on that order. <br />Mayor GilbOr~'son.felt a referendum would be fair. <br /> <br />Mr. Schroed~r fait that under the current law, referendums were not a good idea. He stated if <br />Council wa$'~h a~eement that every park should be developed to its fullest, it would cost about <br />four million~dpllaxs and that a plan has to be put together for funding the same as was done with <br />the equipment:replacement fund. <br /> <br />Councilmenll~er Peterson stated that the Fire Department would be requesting to spend money on <br />public safety also. <br /> <br />Councilmember Zimmerman felt that the greatest demand in the future will be in the water and <br />sewer district: <br /> <br />Mr. Boos staLlgt that districting is defining the areas of greatest need. <br /> <br />Mr. Schroeder felt that every district ought to have its own little park system. <br /> <br />Councilmember P, eterson inquired how to handle the people who have been waiting for years for a <br />developed p~k and now new neighborhoods are coming in and the new areas will be getting <br />developed parks right away. <br /> <br />Mr. Schroedet stated the City's track record with regard to park development has not been good <br />and that pad/dedication money ought to go to park development. <br /> <br />Councilmeml~er Zimmerman stated that developers also want to know the time frame for <br />developing l~ks, <br /> <br />Mr. Schroedir stated that an extra $200.00 per assessment would be used to ensure park <br />development. <br /> <br />Mr. Boos stated ~ere is still the issue of dealing with old park land that has not been developed <br />yet. He sugggstell that the City should not be afraid to decline a developers offer of land and opt <br />for money i~gtead for park dedication. The City basically has enough park land, now it needs the <br />dollars to de'/'elop them.
