<br />Motion by Councilmember Dehen, seconded by Councilmember Look, to move forward with the <br />sidewalk only portion of the streetscape plan. <br /> <br />Further Discussion: Councilmember Look asked if dropping in the irrigation portion of the <br />project after the sidewalks would be much more expensive. Public Works Director Olson stated <br />that it would be much more expensive. Councilmember Jeffrey asked if installing the lighting <br />later would also be more expensive. Public Works Director Olson stated that it may not be and <br />noted that Connexus is willing to top down the lights to help minimize damage as construction <br />happens in the area. Mayor Gamec stated that he knew Connexus was eager to get the lights and <br />poles out of their inventory. Councilmember Dehen asked. why the irrigation would be more <br />expensive to install later. Public Works Director Olson stated that the specifications outlined <br />exactly how the City wanted this to be constructed and it included installing it directly alongside <br />the sidewalks. He stated that if the irrigation was not completed with the sidewalks, it would <br />also complicate the installation of trees. <br /> <br />Councilmember Elvig arrived at the meeting at 8:20 p.m. <br /> <br />Further Discussion - continued: Mayor Gamec reviewed the discussion of Case #5 for <br />Councilmember Elvig. Civil Engineer II Linton showed a sketch of the streetscape plans and <br />noted that the irrigation needs to run under the sidewalks and would be a drip system laid <br />throughout the planter beds, rather than a head system. <br /> <br />Motion failed. Voting Yes: Councilmembers Dehen and Look. Voting No: Mayor Gamec and <br />Councilmembers Elvig, Jeffrey and Strommen. Absent: Councilmember Olson. <br /> <br />City Attorney Goodrich reviewed Robert's Rules of Order and noted that only the prevailing side <br />could offer a motion that the original motion be reconsidered. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Dehen to reconsider the original <br />motion made by Councilmember Strommen and Seconded by Mayor Gamec, on Case #5. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and COUncilmembers Dehen, Elvig, Jeffrey, Look <br />and Strommen. Voting No: None. Absent: Councilmember Olson. <br /> <br />Motion by Councilmember Strommen, seconded by Mayor Gamec, to award the bid for IP 08-24 <br />Sunwood Drive Streetscape Improvements, to Standard Sidewalk, Inc., as presented by Civil <br />Engineer II Linton. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, and Jeffrey. <br />Voting No: Councilmembers Dehen and Look. Absent: Councilmember Olson. <br /> <br />Case #2: <br /> <br />Proposed Ordinance to Amend Off-Street Parking Regulations; Case of City <br />of Ramsey <br /> <br />Assistant Community Development Director Frolik stated that currently there are no restrictions <br />on the number of vehicles and equipment that can be stored outside.
