PARK AND RECREATION COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Park and Recreation Commission conducted a regular meeting on April 10, 2008, at
City Hall Council Chambers, 7550 Sunwood Drive N.W., Ramsey, Minnesota.

Commission Members Present:

Chairperson Jill Johns
Commissioner Amber Erickson
Commissioner Randy Backous
Commissioner Bridget Barr
Commissioner Steven Hansen
Commissioner Tom LaMere
Commissioner Melody Shryock

Members Absent:

None

Also Present:

Parks Supervisor, Mark Riverblood
Civil Engineer IT, Leonard Linton

CALL TO ORDER

Chairperson Johns called the Park and Recreation Commission meeting to order at 6:35 p.m.

CITIZEN INPUT

Local resident Ben Deemer, 14501 Sunfish Lake Boulevard, approached the Commission to
submit and present the following letter regarding the Sunfish Lake Park site.

"This topic resurfaces again after being put to rest in the 1990s, and it appears to be driven again
by staff of the city, who likes to put lines on map. NONE of the owners of the shoreline were
ever in favor of any sort of trail or walkway along the shoreline of the (at the time) totally private
lake, with no public access. With the construction of Sunwood Drive on the south, any real
reason to want to look at this water has left. The egrets and sand hill Cranes were the last and the
trumpeter swans left when construction started. Even the number of geese using the lake is
decreasing. The geese effectively keep other water birds away while they are there. The Seagulls
left when the landfill closed to dumping.

The idea that people who own lake frontage would like a trail in their front yard is ludicrous.
They pay extra in taxes for this land classification, and that is their front yard! There is the
reason it is called lake frontage and stated that the property fronts on a lake or waterway. Even if
the trail is in a backyard, the first thing that happens is the six-foot high fence to create the

Park and Recreation Commission! April 1 0, 2008
Page 1 of 18
