<br />Chairperson Johns stated that if they were only developing five acres the church would not want <br />them to look at land dedication because it would take away from the five acres, which would <br />impair the design plans. <br /> <br />Commissioner Shryock stated that maybe when it gets to the point where they are developing the <br />remaining of the 30 acres they would be able to look at land dedication. She questioned what the <br />total land dedication would be for 30 acres. <br /> <br />Civil Engineer Linton was unsure what that amount would be. <br /> <br />Leon Fisher advised that they were interested in discussing putting in a trail along Central Park to <br />compromise with the City. <br /> <br />Civil Engineer Linton stated that staff is recommending that a trail easement only be put in along <br />Variolite and that they focus more on getting a connection from Sweetbay and 161 st and also the <br />access from Ramsey Boulevard through to Central Park. <br /> <br />Chairperson Johns questioned what the ordinance stated in regard to a state road and what the <br />developer's responsibility is in that situation. <br /> <br />Civil Engineer Linton reported that a trail is needed on both sides of the road. He advised that <br />housing requirements include putting the trail on their property as well as paving of it. <br /> <br />Chairperson Johns advised that it be done during stage one of the development for the trails on <br />Variolite and 161 st. <br /> <br />Civil Engineer Linton advised that staff could concede the trail on Variolite and instead have an <br />easement to preserve the ability to construct the trail in the future. He explained that this would <br />not cause them additional expense when the trail would hardly be used. He advised that the link <br />to 161 st would be the vital trail. <br /> <br />Chairperson Johns questioned ifby forgoing the trail on Variolite they instead could extend the <br />trail on 161 st further. <br /> <br />Civil Engineer Linton advised that staff could look into considering a credit for Variolite and <br />using it towards Central Park. He reported that there are guidelines for rates and fees but <br />explained that things could be negotiated through the City Council. <br /> <br />Chairperson Johns stated that she was getting the feeling that when the remaining portion of the <br />land is developed there would possibly be a land opportunity for the City. <br /> <br />Leon Fisher reported that the last parcel came into the plan late and advised that they have not <br />fully discussed the possibilities. He stated that the intention for that land would be to help <br />support the church. He advised that the church is really only used two days a week as opposed to <br />the commercial zoning of five to six days per week.
