TO THE ABOVE.:.NAMED RESPONDENT; Under the Authority vested in the City of Ramsey (the "City") pursuant to City Code Section 7.01.08 ("Code Section 7.01"); IT IS HEREBYORDERED, AND NOTICE GIVEN that a contested hearing concerning the above-entitled matter will be held on March 3, 2008 AT 9:00 A.M. in the Rum River conference room, Ramsey Municipal Center, 7550 Sunwood Drive, Ramsey, Minnesota. Hearin!!: Procedure. The hearing will be conducted pursuant to the contested case procedures set out in Minnesota Statutes 14.57 through 14.69 and the Rules of the Office of Administrative Hearings, Minnesota Rules, Section 1400.5100 through 1400.8400, as applicable. The rules provide generally for the procedural rights of the parties, including: the right to request advance notice of witnesses and evidence, the right to a prehearing conference, the right to present evidence and cross-examine witnesses, and the right to purchase a record or transcript of the proceeding. Parties are entitled to issuance of subpoenas to compel witnesses to attend and produce documents and other evidence. City's Alle!!:ations. The City alleges that the Respondent's business license to operate a pawn shop should be REVOKED as Respondent is in violation of City Code Section 7.13. ("Code Section 7.13"). The specific violations alleged are the following: That the Respondent, operating a pawnbroker business at 6101 Highway 10 NW, Ramsey, Minnesota; (1) Has failed to comply with the provisions of City Code Section 7 .13.14(b )(1) by not reporting to the Ramsey Police Department all reportable transactions under Code Section 7.13.14 after the close of business each day, 1 -83-
