PUBLIC HEARING <br /> CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey~:City iCouncil conducted a public hearing on Tuesday, October 13, 1992 at the Ramsey <br />Municipal ~teJ, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to amend Chapter 8 of <br />the City Cha.,~e? lifted "Public Improvements and Special Assessments". <br /> <br />Members Pr¢ient:; Mayor James Gilbertson <br /> Councilmember Sheila Beyer <br /> Councilmember Glen Hardin <br /> Councilmember Kenneth Peterson <br /> Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Attorney William Goodrich <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />Mayor Giltx~a'tson':called the public hearing to order at 8:01 p.m. <br /> <br />PRESENT~TION <br /> [ <br />City Attorney[ GOOdrich stated that the Charter Commission conducted a meeting to propose an <br />amendment ~d, change Chapter 8 of the Charter - the constitution by which the City is allowed to <br />adopt special~ as~ssment projects. The Charter initially required the City to have a special <br />assessment Pr~Pcedure modeled after State Statute 429. Since that time, it became evident that §429 <br />was amend~l~uit~ frequently. Most cities comply with §429 and it makes sense to be in sync and <br />adopt §429 asiopposed to ordinances to try to keep up with such statute. He added that the ability <br />to petition against?or for a project and have the petitioning process control will be left in tact. <br /> <br />Charter Co t ission Chairperson S teffen stated that the Charter Commission is recommending this <br />amendment to, Chapter 8 to streamhne the special assessment process. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />ADJOURNMENT <br />Motion by C0uncilmember Hardin and seconded by Councilmember Zimmerman to adjourn the <br />public hearing, <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Zimmerman, Beyer and <br />Peterson.
