Mrs. H~I in,replied that the amount for 1992 is $209,000 and the amount certified for <br />1993 is!~ 2151000 which would be about a $6,000 increase. However, if the City receives <br />the am '~o~ ~t certified, it would be the first time in three years. <br />Ms. Dahqlgren~ asked if the City had been meeting its budget. <br />Mrs. H~l~ing answered that the City has balanced budgets because of all the cuts made <br />(e.g., pOs~ltio~,s funded and not filled, new equipment or replacements not purchased, etc.). <br />The budget i~balanced but at the expense of the long term. <br />Motion b~t C0uncflmember Peterson and seconded by Councflmember Beyer to introduce <br />the ordi~!~eeigranfing Anoka Electric Cooperative and Anoka Municipal Electric Company <br />a franehi~ roi' electric distribution systems. <br />Motion ic[~rri.~d. Absent: Councilmember Zimmerman. <br />Case ~ Introduce Franchise Fee Ordinance <br />Mr. Uhr~amlner representing Anoka Electric, Mr. Pat Lynch and Mr. Greg Elden, <br />represenffpg l~lidwest Gas were present. <br />Mr. Schi'dedg stated that this ordinance would levy a fee upon revenues achieved by the <br />utility c6~pafiies. He stated that Staff is recommending a 3% levy within the residential <br />class of i~lity~customers. <br />Councilm[m~er Peterson stated there has been discussion among Councilmembers about a <br />circuit lYte{ak~ tax credit for qualifying, low income families. <br /> <br />Rebecca Lemke, 14361 Uranium Street N.W., Ramsey - inquired where the resident <br />would ap~y fOr a low income credit. <br /> L <br /> <br />Mr. ,S_chrcede~r stated that the Budget Committee dealt with that issue with regard to the <br />City s ufil'Ltie~ and directed the Finance Office that if certain income criteria is met, the <br />utility cOu Id lyf reduced. If Council directs same with regard to reducing the franchise fee, <br />the resid~}t c~,ld apply at City Hall. <br />Fred Strl~t ~r, ~4284 Waco Street N.W., Ramsey ~ inquired if the fee could fluctuate or if a <br />level will :~e put on it. <br /> <br />Mr. Schr° '~ler: stated that a 5% ceiling was suggested which is the case in all suburban rate <br />ordinanc¢4. [ <br />Doug FOuptai~, 15255 Garnet Street N.W., Ramsey - stated the distribution of the fee <br />should b~ ~pr~ad to residential, business, farms and the bookstore. The entire tax should <br />not be imppse4, upon residential users only. <br />Jim Wym ,q~, [4141 Magnesium Street N.W., Ramsey - inquired of the utility companies if <br />they app~O~ch?d the City of Ramsey to propose this ordinance. <br />Mr. Uhr ~ha~ n!e~ r stated that the uuhty company asked for the franchise ordinance not the <br />franchise~f~e ~ogtinance. The franchise ordinance would define the relationship between the <br />City and tl{e utility company.
