He <br />stated that there has been discussion about completing the streetscape improvements and after <br />the March 11, 2008 work session, the project was scaled back. He stated that staff is proposing <br />that the project be limited to the north side of Sunwood Drive from the Municipal Center to <br />Ramsey Boulevard and the south side of Sunwood Drive from the Municipal Center to Coborns. <br />He stated that it would involve installing sidewalks, planting beds, irrigation and coordination <br />with Connexus for the lighting. He stated that bids were opened on April 18, 2008, and the <br />apparent low bidder is Standard Sidewalk, Inc. He stated that there were 9 official bids and over <br />30 people picked up plans for this project. He stated that the second lowest bidder was Creative <br />Construction. He stated that staffhas contacted references and found that Standard Sidewalk has <br />worked for both Minneapolis and St. Paul on their street replacement projects and comes highly <br />recommended. He stated that they have received a legal opinion that the City does not need to <br />go out to bid for the contract with COilllexus. He stated that the funding source for this project <br />would be the R TC letter of credit and that staff recommends awarding the bid to Standard <br />Sidewalk, Inc. in the amount of $366,522.60 and also contract with Connexus for the installation <br />of the street lights. <br /> <br />Councilmember Jeffrey asked for a review ofthe RTC letter of credit funding. <br /> <br />City Attorney Goodrich stated that the City is authorized to make these types of improvements <br />and use the letter of credit funds. <br /> <br />Councilmember Look stated that there are already some sidewalks in place near Jim Deal's <br />building. <br /> <br />Civil Engineer II Linton stated that there are temporary sidewalks in place and the bid does <br />include tearing these out and completing them as part of the streetscape plans. <br /> <br />Councilmember Dehen asked why the sidewalk wasn't put in correctly the first time. <br /> <br />City Council / April 22, 2008 <br />Page 8 of 18 <br /> <br />P14 <br />
