Within <br />five business days after the city names its representative, the city's representative must <br />contact the sign owner's r~mresentative, and the tWo of the'm m'ust appoint a third <br />member to the panel. who has no relationshit;> to either party. <br /> <br />3) The appeal panel may develop i~s own rules of procedure, but it must hold <br />a hearinq within five business days after the third member is appointed. The city and the <br />siqn owner must be qiven the opportunity to present testimony, and the panel may hold <br />the hearinq, or a portion of it, at the siqn location. The panel must 'issue its decision' on <br />what level of briqhtness is needed to meet the briqhtness standards within five business <br />days after the hearinq commences.
