The city and the <br />siqn owner must be qiven the opportunity to present testimony, and the panel may hold <br />the hearinq, or a portion of it, at the siqn location. The panel must 'issue its decision' on <br />what level of briqhtness is needed to meet the briqhtness standards within five business <br />days after the hearinq commences.
