<br />CASE #: 0 <br /> <br />FROM: <br /> <br />Community Development Staff <br /> <br /> <br />Memo <br /> <br />DATE: <br /> <br />May 30, 2008 <br /> <br />TO: <br /> <br />Ramsey Planning Commission <br /> <br />RE: <br /> <br />Staff Update <br /> <br />City Council Update. The following is a brief summary of actions taken in May that may be of interest <br />to the Planning Commission: <br /> <br />St. Katherine Drexel Park Dedication. City Council met in Work Session to discuss Park Dedication <br />requirements for the proposed St. -Katherine Drexel facility near Central Park. Consensus of the Council <br />was to direct the applicant to continue to work with staff to satisfy park dedication requirements and to <br />locate a road along the west side of the property. <br /> <br />Ramsey Commons. City Council approved the Site Plan the multi-tenant office facility and Conditional <br />Use Permit for overage of signs. <br /> <br />King's Ranch Estates and Home Occupation Permit. City Council approved the minor subdivision and <br />Home Occupation Permit. <br /> <br />Cell Tower Moratorium Update. Council met in Work Session to discuss possible amendments to City <br />Code Section 9.15 'Towers'. Council discussed eliminating the ten acre requirement for lot size in certain <br />circumstances as well as direct staff to further study which existing parcels would be best suitable for <br />tower construction, including those less than ten acres in size. The moratorium is set to expire in <br />September. <br /> <br />Board of Appeals. City Council met as the Board of Appeals on May 27 to discuss two formal appeals. <br />The Board voted John Dehen as Chair of the Board of Appeals and Matt Look as Vice-Chair. The fITst <br />appeal was to allow for a driveway on an un-opened (no public improvements), dedicated right-of-way <br />(Garnet Street). The Board voted to reverse staff's determination and directed staff to draft a <br />Maintenance/Indemnification Agreement. Private improvements will be placed in the public right of way <br />and maintenance of these improvements will be the responsibility of the applicant. <br /> <br />The second appeal was to allow an encroachment by a deck into a drainage and utility easement. The <br />Board voted to allow the stairwell of the deck to encroach. The stairwell will be built in such a manner <br />that it will be easily removed in the event maintenance is needed in the easement. <br /> <br />Comprehensive Plan Update. The City Council reviewed the draft goals and policies at their <br />worksession on May 6th. Staffis expecting a draft plan by mid-summer. <br /> <br />Ramsey3 Update. The Ramsey3 Working Group wrapped up refilling common themes from the OST <br />sessions. The group will continue to work on using these themes to complete a vision statement for the <br />City. The next meeting will include a discussion on Zoning Techniques the City could incorporate. Also, <br />a community-wide OST session is tentatively scheduled for June 19. <br /> <br />PC: 6.5.08 <br /> <br />77 <br />
