Finaneeit~ffi~r Helling stated that valuations are not really under discussion but they do <br /> have ani. t~p$ct on taxes. Among the overheads she presented and explained were the <br /> percent ?og~ p~perty tax dollars distributed to governmental units (City, County, School <br /> District~ ~n~.Special District), the proposed 1993 General Fund Revenue, the Local <br /> Govern~ntiAid (LGA) transfers to the City of Ramsey, the General Fund budgeted <br /> expendi~ire~ and the distribution of 1993 expenditures by function and the proposed <br /> payabl~ ~99~ property tax levy detailed by State transfer payments and property tax <br /> amountS.I ~ <br /> Counei~era~er Peterson explained that the landfill would be closing in 1993 which would <br /> be anoth4r lo~s of revenue to the City. He added, however, that if the State wanted to site <br /> another~l,~nd~ilI in the City of Ramsey, Council would fight against it. <br /> Counci!r~e~n~.er Zimmerman commented that a recent survey showed that the City of <br /> Ramsey .~ad ~he second lowest taxes amongst cities in the area; only the City of Ham Lake <br /> had lo~qr ta~es. <br /> <br /> Mayor ~i~'lb~'tson added that of other cities with similar population, Ramsey is the fourth <br /> lowest !~ tax~s State wide. <br /> Legal fe~s aad costs of road maintenance were discussed. <br /> <br /> A1 Peags~n, ~14821 Bowers Drive N.W., Ramsey - stated that although no one likes a tax <br /> increas~iit ~pears City Staff and Council have done a good job to reduce the budget. <br /> Motior~'~y ~ouncilmember Peterson and seconded by Councilmember Hardin to adopt <br /> Resolut~n <br /> Budge~.! ~,~92-11-306 adopting the 1993 City of Ramsey General Fund Operational <br /> Motiott ~ar~ed. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Hardin and <br /> Zimm6~.nan~, Voting No: None. Absent: CouncilmemberBeyer. <br /> <br /> Motio~ by ~ouncilmember Peterson and seconded by Councilmember Hardin to adopt <br /> Resolt~fl ~n ~92-11-307 adopting the 1992, Payable 1993 Municipal Levy. <br /> <br /> Motion car~.~ed.
