<br />Councilmember Dehen stated that he feels a hiring freeze creates a presumption that there is not <br />going to be a hire unless there is criteria, but with criteria only, he thinks this creates a <br />presumption that if you fill out the criteria, then there will be a hire. He stated that there is a <br />subtle difference between these two things and thinks that the City is making progress with <br />whatever approach it takes. <br /> <br />Mayor Pro Tern Elvig stated that his concern is that a hiring freeze would reflect poorly on how <br />the Council feels about City Administrator Ulrich, since he has only been with the City for about <br />6 months. <br /> <br />Councilmember Dehen stated that he doesn't think a hiring freeze would reflect poorly on City <br />Administrator Ulrich's abilities. <br /> <br />Councilmember Olson stated that she thinks the procedure is the same for either approach and <br />giving it a name is only "window dressing". She stated that she is not enough of a politician to <br />agree to do that. She stated that she would like to let staff do their job. <br /> <br />Councilmember Look stated that a good message to send to the public is that the City is not <br />growing in these difficult times and will be evaluating every single position. He stated that he <br />did not think this was window dressing and the message would be that if people leave, their <br />positions will not be filled. <br /> <br />Mayor Pro Tern Elvig stated that he didn't think the message was being sent that the City was <br />growing. <br /> <br />Councilmember Look questioned whether the citizens know that the City isn't growing. <br /> <br />Mayor Pro Tern Elvig suggested that this could be talked about on camera so it is clear to the <br />citizens what is happening. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />Councilmember Dehen stated that he had received a complaint from a resident on the long wait <br />of about 2 'l'2 hours, at the spring recycling event. <br /> <br />Councilmember Jeffrey stated that there was a huge line and it was a very long wait. <br /> <br />Councilmember Dehen stated that this kind of wait will discourage participation in the future. <br /> <br />Councilmember Olson stated that she would like to see this brought to another work session <br />along with information about how much this type of event costs the City and suggested that <br />perhaps the event could be held more frequently. <br /> <br />Community Development Director Miller stated that there is a meeting scheduled with the police <br />department to work through some of the issues from the event and ways to improve them in the <br />future. <br /> <br />City Council Work Session I May 6, 2008 <br />Page 12 of 13 <br />
