<br />staff is not. saying that this is where they want a park, but to give options for the Council to <br />consider. <br /> <br />Mayor Pro Tern Elvig asked if the church would dedicate a strip of land on the west side of the <br />property if this would work. <br /> <br />Public Works Director Olson asked if the Council is okay with the strip of land on the west <br />sufficing for park dedication for the entire property and not just the 5 acres. <br /> <br />Community Development Director Miller. stated that if, for example, the church would be <br />looking at adding senior housing, then they would need to come back to the City. <br /> <br />Mayor Pro Tern Elvig stated that the Consensus of the Council seems to be to encourage the <br />church to continue working with the City and to locate a road along the west side of the property. <br /> <br />Mayor Pro Tern Elvig recessed the work session at 8:07 p.m. and reconvened at 8:15 p.m. <br /> <br />Case #3: <br /> <br />Discussion Regarding Hiring Freeze and Needs Analysis for Vacant and New <br />Positions <br /> <br />Human Resources Manager Reed Kone reviewed past discussions regarding other metro cities <br />hiring freezes as well as the hiring freeze at the State level. She stated that State hiring freeze <br />excludes positions that are considered essential, such as paramedics and prison guards. She <br />stated that this would be considered a soft freeze. She stated that in discussing options, a list of <br />criteria and questions to ask when a position is being considered, was created. She stated that <br />staff is looking for direction on whether the Council wants to implement a hiring freeze. If the <br />Council. would like to implement a hiring freeze, staff is recommending that this be reviewed <br />every 6 months or so. Even if the Council does not want to implement a hiring freeze, staff is <br />recommending that the list of criteria and questions be used whenever there are potential hires. <br /> <br />Councilmember Jeffrey stated that because the City follows a Council/Administrator form of <br />government, he doesn't think the City needs a hiring freeze because the Council has the ultimate <br />say in hiring staff. He stated that the Personnel Committee had a great discussion on the <br />Accountant I position and used the list of criteria presented by Human Resources Manager Kone. <br /> <br />Councilmember Dehen stated that he is also on the Personnel Committee and that he feels having <br />criteria to go over is good, he feels sending a message to people that the City is being fiscally <br />responsible is even better. He stated that instituting a soft hiring freeze would send a good <br />message to people. He stated that he does support the use of the criteria even if a hiring freeze <br />isn't implemented. <br /> <br />Councilmember Jeffrey stated that he feels a hiring freeze sends a bad message and noted that <br />with the criteria, staff will need to prove to the Council that these are critical positions. <br /> <br />City Council Work Session / May 6, 2008 <br />Page 9 of 13 <br />
