<br />Case #7: <br /> <br />Order 2008 Street Maintenance Program <br /> <br />City Engineer Jankowski stated that there have been a few petitions circulating regarding <br />Improvement Project #08-06 Northfork. He stated that the Council needs to make a decision <br />tonight whether to order a bituminous overlay as originally planned or delete the project from the <br />Street Maintenance program and. entertain a larger project. He stated that staff is recommending <br />that Improvement Project #08-06 be deleted to consider a possible larger project, but noted that <br />the larger project could not be completed this year. <br /> <br />Mayor Pro Tern Elvig asked for spokespeople from each side of the project to give a brief <br />comment on the projects. <br /> <br />Bill Kingston, 15760 Andrie Street NW, stated that he has been a resident since 1993 and has <br />attended Public Works Committee meetings and has spent time with both the homeowners <br />association and the City Engineer talking about this situation. He stated that there was an open <br />house on April 23, 2008, to educate neighbors about the project. He stated that after the meeting, <br />the homeowners association developed a survey that was circulated to all home owners asking <br />for input on what was most important to them for this project. He stated that they sent out 78 <br />surveys and got 39 of them back, and of those, 26 were in favor of the alternate proposal. He <br />stated that a petition was developed and he has 32 of 42 signatures in his possession, but the <br />others are waiting for him in his mail box, so he cannot present them to the Council. He stated <br />that the home owners would like the project to be considered as 2 projects, the road, and the <br />sidewalk/trails. He stated that their concern with the trail is that it would start and end nowhere <br />and would like to hold off on the trail construction until there can be a hook up to R TC, for <br />example. <br /> <br />Greg Fritz, 16280 Andrie Street, stated that an overlay project will be completed in just a few <br />days, but a reconstruction will take weeks and will cause a lot of impact to the homeowners. He <br />stated that many neighbors have lawn irrigation systems and plants and flowers in the area and <br />new mail boxes were just installed. He stated that he doesn't see how a concrete curb and a <br />stripe down the middle of the road will add value and he feels it will just call out to people that <br />this is a main road through the neighborhood. He stated that he understands that the City will <br />pay to repair the damage done to the sprinkler system after the project is completed, but there <br />will be dead vegetation in the mean time. He stated that he doesn't think that 50% of the people <br />along the street want the larger project to be done and he would like to see the original project <br />completed with bituminous overlay. <br /> <br />Mayor Pro Tern Elvig stated that he didn't think the Council could act without being sure that <br />there was 50% of the residents in favor of taking the overlay project out. <br /> <br />City Engineer Jankowski stated that the Andrie Street project could be sent out as an addendum, <br />if necessary. <br /> <br />Mayor Pro Tern Elvig suggested that when the bids go out, that the Andrie Street overlay could <br />be included as an add alternate, so it can be included or taken out, if necessary. <br /> <br />City Council / May 13, 2008 <br />Page 12 of 17 <br />
