<br />may be a different Council in place next year and the residents may not like what the financial <br />impact will be then. <br /> <br />Motion by Mayor Pro Tern Elvig, seconded by Councilmember Jeffrey, to adopt Resolutions 08- <br />05-083 through 08-05-087 accepting plans and specifications and directing staff to solicit bids <br />for the 2008 Pavement Maintenance Program and have IP 08-06 as an add alternate for the <br />bidding process. <br /> <br />Further Discussion: Councilmember Jeffrey stated that he remembered that Vision Ease had a <br />concern about the project. City Engineer Jankowski stated that it has been identified in the <br />specifications that the street will be swept the same day the rock is put down in front of Vision <br />Ease. Mayor Pro Tern Elvig clarified that this doesn't mean the larger Andrie Street project is <br />moving forward, but gives the City time to consider any petitions and 9ther information. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tern Elvig, Councilmembers Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. Absent: Mayor Gamec. <br /> <br />Councilmembers Jeffrey and Look left the Council Chambers at 8:59 p.m. <br /> <br />Case #8: <br /> <br />Authorization of Improvement Project #08-29, Alpine Park Watermain <br />Looping, and Ordering Preparation of Plans and Specifications <br /> <br />Assistant City Engineer Himmer reviewed the staff report and noted that the feedback from the <br />neighborhood meeting was that they were in favor of everything except the road connection. He <br />stated that this would entail undertaking the watermain loop, trail connection, limited parking <br />facilities and acquisition of the remnant parcel from MPCA. He stated that the preliminary <br />appraisal is about $25,000. <br /> <br />Mayor Pro Tern Elvig stated that at the Public Works Committee, there was discussion that if a <br />road connection didn't go through that there would be a smaller connecting road that would <br />allow for access to emergency vehicles, if necessary. <br /> <br />Councilmember Strommen stated that she likes that the City took a more proactive approach in <br />having the neighborhood meeting up front because she thinks it helps move the projects along <br />more efficiently. <br /> <br />Councilmember Dehen asked why the City would acquire the MPCA land. <br /> <br />Assistant City Engineer Himmer stated that the trail connection would require an easement <br />through the MPCA property and the watermain looping would require another easement. He <br />stated that by the City acquiring this property outright, it leaves many more options open for the <br />future of the property which could not be done with an easement. <br /> <br />Councilmembers Jeffrey and Look returned to the Council Chambers at 9:05 p.m. <br /> <br />City Council!
