<br />J_ <br /> <br />- <br /> <br />CITY COUNCIL WORK SESSION <br />Topic Report: ANDRIE STREET / 164TH LANK STREET IMPROVEMENTS <br /> <br /> <br />By: Steven Jankowski <br /> <br />Background: <br /> <br />A petition has been received to expand the scope of hnprovement Project #08-06 to include <br />concrete curb and gutter, reconstruction of the existing bituminous roadway, and improved <br />drainage. The petition also specified that a sidewalk not be included in the scope of the <br />project. Recall that on May 13, 2008, Council accepted the recommendation of the Public <br />Works Committee to consider offering a similar expanded scope project which included the <br />sidewalk. Council offered this expanded scope project at the same cost as the bituminous <br />overlay proposed under IP #08-06. <br /> <br />The Council has directed staff to prepare a feasibility study on the petitioned project. The <br />purpose of this work session discussion is to determine Council support for two key elements <br />of the feasibility study, determining benefitted properties, and apportioning financing of costs. <br /> <br />The attached figure illustrates the properties that are considered to be benefitted under the <br />assessment policies developed for the City's annual Street Maintenance Program. Note that <br />there would be 10 comer lots having frontage on Audrie and 164th Lane which would not be <br />assessed for the improvements to these streets. This will be how the feasibility study will <br />identify benefitted properties unless directed otherwise. <br /> <br />The issue of financing is an important element of this expanded project. The petition <br />specifically requested that the assessment be limited to the cost of a bituminous overlay <br />proposed under IP #08-06. This was also the offer proposed by Council when the scope of the <br />project included the installation of a sidewalk. The City has a goal of making Ramsey a <br />"walkable" community. Without the inclusion of the sidewalk, does the Council wish to <br />contribute the same level of funding to the expanded project? !fnot, attached is a breakdown <br />of the assessment costs associated with various project elements to assist Council in <br />identifying their assessment impact. <br /> <br />Attachments: <br /> <br />.
