<br />CASE #2 <br /> <br />Skate Park for Alpine Park <br />By: Mark Riverblood, Park's Supervisor <br /> <br />Prologue: <br /> <br />This discourse from May 2008 is replicated within this agenda to facilitate the Park and <br />Recreation Commission and City Council's discussion of this project. The Commission did <br />recommend that Council authorize staff to obtain bids for the 2008 construction of the skate park <br />facility at Alpine Park. If there is consensus to proceed, the case may be scheduled for City <br />Council's June 2lh meeting. <br /> <br />Background: <br /> <br />Within the proposed 2008 Parks Capital Improvement Program (CIP) is a projected allocation of <br />$195,000 for what would be the first part of a phased development of the west side of Alpine <br />Park. Specifically this would be a two level concrete slab with integrated concrete skate board <br />elements. The lower slab would also be used for spring, summer and fall wheeled skating - and <br />in the future, ice skating in the winter. A first phase access drive and small parking area is also . <br />contemp lated. <br /> <br />In addition, City Council's Public Works Committee has recommended that staff proceed to <br />obtain bids for the abovementioned parking area as well as a trail connecting the neighborhoods <br />west and southwest of Alpine Park along Garnet Street, to the park. The purpose of this case is <br />to approve the configuration of the skate park portion of the project, and the related portion of <br />the larger concept plan f~r Alpine Park. . <br /> <br />Observations: <br /> <br />The Park and Recreation Commission have undertaken a comprehensive and programmatic <br />process over the last year and one-half leading up to the design and specifications for Ramsey's <br />first skate park. This included the side-by-side evaluation of concrete elements versus less <br />durable modular components. This led to the pre-purchase of three Solo brand skate board <br />features for the Happy Days event last fall. Thereafter, the City of Minneapolis donated two <br />more concrete Solo structures to Ramsey. The design of Alpine's skate park incorporates these <br />features accordingly. <br /> <br />As for the funding; of the $195,000 CIP estimate, $175,000 is prbjected to come from the Lawful <br />Gambling Fund. The other $20,000 is projected to come from T-Mobile's lease agreement for <br />the use of Alpine Park. This agreement is intended to be finalized in 2008. . <br /> <br />Enclosed for your information is a 3-D, and plan view of the design and the elements' <br />relationship to the multi-use concrete slab. Also attached is the concept plan which shows two <br />rink ovals. The northerly rink site (nearest Alpine Drive), would be the location of the features <br />this case discusses. (The concept plan will be revised as part of the bid specification writing <br /> <br />3 <br />
