CASE #2 Skate Park for Alpine Park By: Mark Riverblood, Park's Supervisor Prologue: This discourse from May 2008 is replicated within this agenda to facilitate the Park and Recreation Commission and City Council's discussion of this project. The Commission did recommend that Council authorize staff to obtain bids for the 2008 construction of the skate park facility at Alpine Park. If there is consensus to proceed, the case may be scheduled for City Council's June 2lh meeting. Background: Within the proposed 2008 Parks Capital Improvement Program (CIP) is a projected allocation of $195,000 for what would be the first part of a phased development of the west side of Alpine Park. Specifically this would be a two level concrete slab with integrated concrete skate board elements. The lower slab would also be used for spring, summer and fall wheeled skating - and in the future, ice skating in the winter. A first phase access drive and small parking area is also . contemp lated. In addition, City Council's Public Works Committee has recommended that staff proceed to obtain bids for the abovementioned parking area as well as a trail connecting the neighborhoods west and southwest of Alpine Park along Garnet Street, to the park. The purpose of this case is to approve the configuration of the skate park portion of the project, and the related portion of the larger concept plan f~r Alpine Park. . Observations: The Park and Recreation Commission have undertaken a comprehensive and programmatic process over the last year and one-half leading up to the design and specifications for Ramsey's first skate park. This included the side-by-side evaluation of concrete elements versus less durable modular components. This led to the pre-purchase of three Solo brand skate board features for the Happy Days event last fall. Thereafter, the City of Minneapolis donated two more concrete Solo structures to Ramsey. The design of Alpine's skate park incorporates these features accordingly. As for the funding; of the $195,000 CIP estimate, $175,000 is prbjected to come from the Lawful Gambling Fund. The other $20,000 is projected to come from T-Mobile's lease agreement for the use of Alpine Park. This agreement is intended to be finalized in 2008. . Enclosed for your information is a 3-D, and plan view of the design and the elements' relationship to the multi-use concrete slab. Also attached is the concept plan which shows two rink ovals.
