Background: <br />RECEIVE INFORMATION ON ANDRIE STREET /164TH LANE <br />HOMEOWNERS ASSOCIATION SURVEY AND UPDATE ON IP 08 -06 <br />By Steven Jankowski, City Engineer <br />CASE# <br />At the May 13, 2008 City Council meeting the 2008 Street Maintenance Program was <br />authorized, excepting IP 08 -06, which is a bituminous overlay of Andrie Street and 164 Lane <br />and the cul de sac streets to the north in the Northfork Subdivision. This project was not ordered, <br />however, Council directed that an alternate bid be solicited in the event that the City wishes to <br />proceed with this project in 2008: A number of residents were in attendance at this meeting and a <br />spokesman for the group, Mr. Bill Kingston, gave an oral presentation of a survey that was <br />conducted by the Northfork Homeowners Association that was designed to determine the interest <br />levels among the project area residents for various improvements to these streets. Neither staff <br />nor the Council has had an opportunity to review this material: Mr. Kingston had agreed to <br />provide this survey which will be useful in determining the scope of an alternative project to IP <br />08 -06. A copy of this survey has not been received at the time of this writing and is anticipated to <br />be distributed at the meeting. <br />In order to determine whether IP 08 -06 should be awarded under the alternate bid which will be <br />solicited it will be necessary to determine whether there would be enough support for the <br />alternative project. There are two elements which should be initially determined so that this <br />determination may be completed as quickly as possible. <br />Benefitted Properties - Determining which properties are to be considered benefitted is essential <br />in determining the number of supporting property owners necessary for an alternate project to be <br />viable. IP08 -06 proposed to assess 78 benefitted properties consistent with the current policy for <br />street maintenance improvements. This number includes 8 lots on the cul de sacs north of 164 th <br />Lane which have no frontage on this street. These lots should be separated from an expanded <br />project: There are a total of 78 lots having frontage on Andrie Street and 164 Lane of which 20 <br />are corner lots. Under the current maintenance assessment policy 10 of these properties would <br />not receive an assessment for an expanded project, but would be assessed for the future <br />improvement on the side street on which their driveway and house fronts. Alternately, if it is <br />decided that all lots fronting on Andrie and 164 Lane should share in the cost of an expanded <br />project, some consideration needs to be given to the fact that these corner lots have a financial <br />commitment for the side street. One suggestion might be to assess a half share for each street <br />improved. <br />Financing: The level of participation by the City will also be a major factor for residents in <br />deciding whether they will support the alternate project. The table below has been prepared to <br />show the estimated project costs for each of the four major project elements. Possible funding <br />
