June 6, 2008
Tim Holm
17762 97 Street NW
Becker, MN 55308
Re: Final Plat Ebony Woods
Dear Mr. Holm;
We are in receipt of your final plat to develop a single- family subdivision in the City of Ramsey.
The final plat consists of seven sheets dated March 6, 2008 by Hakanson Anderson Associates,
Inc. We offer the following comments:
General: The final plat is proposing to develop three single- family units on the property.
Zoning: The property is currently zoned R -1 Residential (MUSA); single - family residential
dwellings are a permitted use in this district. The property is located within the Mississippi
Critical River Overlay District.
Density: The subject property is approximately 1.1 acres in size. R -1 Single- Family Residential
allows for 1 -3 units per acre. The sketch plan proposes three units which equates to a density of
2.72 units per acre. The density proposed meets City Code standards for the R -1 District.
Lot Sizes: The minimum lot size in the Mississippi Critical River Overlay District is 20,000
square feet. The final plat verifies compliance with this requirement.
Lot Dimensions: The minimum lot width in the Mississippi Critical River Overlay District is 90
feet. The proposed plat shows two 80 foot lots and one 84 foot lot. A variance has been
approved to allow these dimensions. The proposed lots are 200 feet deep.
Lot Coverage: The Mississippi River Critical River ' Overlay District states that the
development shall preserve 50% of the land as open space, and restrict impervious (rooftop and
pavement) to 25% of the lot area (or up to 35% with a Conditional Use Permit). The final plat
indicates approximately 19% impervious surface for each lot and an overall green space of 81%,
which meets City Code standards.
Building Height: The Mississippi River Critical River Overlay District states that buildings
shall not exceed 35 feet on height. Building height is not indicated on the final plat submittal:
Please submit a revised set of plans that indicates building height,
Access: Access is proposed on Ebony Street for all lots. These accesses are generally acceptable.
The Sketch Plan Letter indicated a traffic generation analysis would be prepared by staff It is
-144—
