Background: <br />AWARD BIDS FOR 2008 PAVEMENT MAINTENANCE PROGRAM <br />By Steven J. Jankowski, City Engineer <br />CASE # <br />On`May 13, 2008 the City Council authorized the 2008 Pavement Maintenance Program <br />with the exception of IP 08 -06, a bituminous overlay in the Northfork subdivision. Bids <br />are scheduled to be opened on Friday, June 6, 2008 and the bids will be presented at the <br />Council meeting. <br />Recall that IP 08 -06 had not been authorized because a petition had been received from <br />property owners associated with this project requesting that a more extensive <br />improvement project be considered for this area Also recall that an alternative bid for <br />this project was requested to be solicited. Presumable this alternative bid would be <br />awarded at a point in the future if an expanded project was rejected. <br />Staff is in the process of preparing a feasibility study on an expanded project. A public <br />hearing could be held on July 8 and the required 60 day petition period would then <br />expire prior to the September 9 Council meeting. Currently bituminous costs are <br />extremely volatile due to the rising price of oil. If an alternative bid were solicited now <br />for award in early September only very speculative and conservative bids (favoring the <br />Contractor's interests) would be received. Staff would recommend that the bids for IP <br />08 -06 (bituminous overlay) be solicited in the middle of August. At the September 9, <br />2008 meeting Council could then either award the bituminous overlay project if the <br />expanded project was rejected, or reject all bids for the overlay project and authorize <br />plans and specifications for the expanded project if that project is favored by the <br />residents. <br />Recommendation: <br />To be presented at the Council meeting. <br />Council Action: <br />To be determined at the Council meeting. <br />CC: 06/10/08 <br />Reviewed by: <br />City Administrator <br />Public Works Director/Principal Engine <br />City Attorney <br />
