Councilmember Dehen asked if this was a program where once they are enrolled, they will be
part of the program until they are too old or drop out.
Officer Rossum stated that he started when he was 18 and was done at age 21, so there are kids
that continue year to year.
Councilmember Dehen asked if there was preference given if they are already part of the
program.
Officer Rossum stated that those that are with the program can stay, as long as they are
productive.
MAYOR, COUNCIL AND STAFF INPUT
Storm Damage
City Administrator Ulrich asked Fire Chief Kapler to give an update on storm damage from the
May 25, 2008 storm.
Fire Chief Kapler stated that the National Weather Service has stated that the tornado producing
storms bounced across areas of Anoka County. He noted that Governor Pawlenty announced that
there would be help from State agencies for damaged areas in Washington County, including
Hugo, who was the hardest hit. He stated that Ramsey only had superficial damage to structures
and vehicles from hail damage. He stated that there were only minimal calls for services to the
Police Department. He stated that Public Works Director Olson has gotten some calls about
curbside pick -up, but since this was not a storm with major damage, he is not recommending that
the City offer this service. He stated that Public Works Director Olson has offered to help Hugo
if they need equipment or personnel and the City has been put on a waiting list.
Community Development Director Miller stated that the Building Inspectors began going
through neighborhoods today that reported more damage than others.
Councilmember Jeffrey stated that he feels it is important for the City to offer our services to
communities in need because when there was the building explosion on Highway 10, the .City
received a lot of assistance from surrounding communities.
China Economic Development Analysis
Councilmember Olson stated that in looking at the Economic Analysis of the City of Ramsey,
she feels it would be a shame to "throw the baby out with the bathwater ". She stated that she
would like to explore whether some of our local manufacturers can pick up some of the things
that are cheaper to manufacture locally, than in China, because of fuel prices.
Councilmember Strommen stated that this analysis was written by Jason, the former City intern,
for a class project. She stated that this was not used by HSP for the trip, they did not write it and
she doesn't want them to get off the hook, or to get credit, for something that they did not create.
City Council Work Session / May 27, 2008
