CONSIDER A STAFFING PLAN FOR THE <br />COMMUNITY DEVELOPMENT AND POLICE DEPARTMENTS <br />Givonna Reed Kone, Human Resources Manager <br />Background <br />Over the past several months, staff has been carefully evaluating the City's staffing needs and <br />options for effectively utilizing existing resources. In this report and at the June 10 Personnel <br />Committee meeting, staff will address staffing in Community Development and Police. Staff <br />will also briefly discuss options for using existing staff to address other City priorities. <br />Associate Planner <br />In March 2008, one of the City's two Associate Planners resigned. The duties of the Associate <br />Planner have been temporarily assigned to several other staff members. The distribution of <br />Associate Planner duties is explained in detail in the Community Development Director's <br />responses to the evaluation criteria recently adopted by the City Council (enclosed for your <br />review). After careful consideration, the City Administrator is recommending that the Associate <br />Planner position be filled. This recommendation was based on the evaluation criteria and the <br />possibility of filling the position internally, which would result in significant savings. <br />The City's Management Intern has been assigned many of the Associate Planner duties and is <br />qualified to serve in that role long term. If the Management Intern is hired to fill the Associate <br />Planner position, the starting salary would be less than the 2008 budgeted salary for the <br />Associate Planner position. Further, upon subsequently filling the vacant Management Intern <br />position, the hourly wage and the hours budgeted for a new Management Intern would be less <br />than what is currently budgeted for that position: Filling the position in this manner will result in <br />projected savings in 2008 of $34,500. In 2009, the City would save an additional $20,000 by <br />decreases the hours and wages of the Management Intern position. <br />A detailed budget analysis for the Associate Planner/Management Intern scenario is attached. <br />Patrol Officer <br />The 2008 General Fund Budget (approved December 13,2007) includes a full -time Patrol Officer <br />position to be hired in July 2008. After reviewing the Police Chief's responses to the evaluation <br />criteria, the City Administrator is recommending that the Patrol Officer position be filled.
