<br />MAJOR INITIATIVES <br /> <br />Since 1990, the City has been attempting to provide improved services to a dramatically increasing <br />number of households in a time of fiscal constraints at the state level. From the 1990 census to the 2007 <br />projection, Ramsey's population has increased by 94%. At the same time, aids from the state of <br />Minnesota have decreased. <br /> <br />Final close-out of the new Municipal Center project continued throughout 2007. The 800-stall Municipal <br />Parking Ramp served the Muncipal Center users and the Ramsey Star Express riders well throughout the <br />year. The Ramsey Star Express was implemented to provide bus service until the Northstar Rail Line <br />begins operation in the fall of2009. <br /> <br />Ramsey Town Center (RTC) saw slower than anticipated growth due to the declining market conditions <br />for development during the past two years. Civic Center Drive and Rhinestone street were extended to <br />provide for the construction of the new Anoka County Medical Examiner's facility in 2008. <br /> <br />A number of major infrastructure projects were completed in 2007. They include; construction of Wells <br />#7 and #8, construction of Pump house #4 and the installation of streets and utilities for the subdivisions <br />of Sweet Bay Ridge and Brookfield Addition. <br /> <br />CERTIFICATE OF ACHIEVEMENT <br /> <br />The Government Finance Officers Association of the United States and Canada (GFOA) awarded a <br />Celiificate of Achievement for Excellence in Financial Reporting (CAEFR) to the City for its CAFR for <br />the year ended December 31, 2006. This was the eleventh consecutive year the City has received this <br />prestigious award. Also, the City had previously received the award from 1981 through 1988, after <br />which the City did not participate in the program for several years. <br /> <br />The CAEFR is valid for a period of one year only. We believe our current CAFR continues to meet the <br />CAEFR Program's requirements and we are submitting it to the GFOA to determine its eligibility for <br />another certificate. <br /> <br />ACKNOWLEDGMENT <br /> <br />The 2007 CAFR of the City meets the highest professional standards and was prepared in a timely and <br />cost-effective manner. This could never have been accomplished without the excellent work ofthe entire <br />Finance Department.
